Section 28: The Executive Council

(1) The Executive Council shall consist of:-

(a) the Vice-Chancellor, Chairperson

(b) the Pro-Vice-Chancellor, if any; Member

(c) the Director, Indian Institute of Technology, Kanpur or his nominee not below the rank of Professor; Member

(d) the Director, Indian Institute of Information Technology, Allahabad or his nominee not below the rank of Professor; Member

(e) the Chairman, All Indian Council for Technical Education or his nominee; Member

(f) Vice Chancellor or Nominee of the Vice Chancellor, Dr. A.P.J. Abdul Kalam Technical University, not below the rank of Professor; Member

(g) two reputed industrialists nominated by the State Government; Member

(h) two reputed technologists nominated by the State Government; Member

(i) Principal Secretary/ Secretary to the State Government in the Technical Education Department; Member

(j) Nominee of Principal Secretary to the State Government in the Finance Department; Member

(k) Nominee of Principal Secretary to the State Government in the Higher Education Department; Member

(l) Registrar as the ex-officio Secretary of the Executive Council; Member

(2) Notwithstanding anything contained in section 28(1), no person shall be elected or nominated as a member of the Executive Council unless he is a Graduate.

(3) The term of office of members other than ex-officio members shall be two years.

(4) The Executive Council shall meet at least four times in ayear.

(5) Six members of the Executive Council shall form the quorum at any meeting.

(6) The Finance Controller and the Controller of Examinations, if necessary in relation to the matters of their concern included in agenda of a meeting, may be special invitees of the Council in the matter of their concerned field, without voting rights.

(7) A person shall be disqualified for being chosen as member of the Executive Council, if he or his relative(s) indulge in illegal gratification for any work in or for the University or any contract for the supply of goods or for the execution of any work for the University.

EXPLANATION:- In this section relative means the relations defined in section 6 of the Companies Act, 1956, and includes the wife's (or husband's) brother, wife's (or husband's) father, wife's or husband's sister, brother's son and brother's daughter.
