12. The Interim Board shall within a period of [twelve] months from the date of its establishment or within such further period as may be specified by the State Government from time to time in this behalf arrange to hold the first elections to the Sthayi Samiti in accordance with the provisions of the Niyamawali and take such other steps as may be necessary for its due constitution and establishment within the period specified as aforesaid.
