Whereon preparing a list of contesting candidates under Rule 20 the Nirvachan Adhikari finds that the number of contesting candidates exceeds one, he shall forthwith publish the list in such manner as may be specified by the District Magistrate and shall also declare that a poll shall be taken one date and place during fixed in that behalf.
