Section 28: Visitation.

(1) The State Government shall have the right to cause an inspection, to be made by such person or persons as may direct, of the University, a college maintained by the University, its buildings, laboratories and equipment, and also of the examination, teaching and other work conducted or done by the University, and to cause any inquiry to be made in the like manner is respect of any matter connected with the administration if finances of the University.

(2) Where the State Government gives notice to cause an inspection or inquiry to be made under sub-section (1) the University shall on receipt of such notice, have the right to make such representation, as it may consider necessary, within such period as specified in the notice.

(3) After considering the representation, if any, made by the University the State Government, may cause to be made any inspection or inquiry referred to in sub-section (1).

(4) In case, an inspection or enquiry has been caused to be made, the University shall be entitled to appoint a representative who shall have the right to be present and be heard at such inspection or inquiry.

(5) The State Government shall address the Vice-Chancellor with reference to the result of such inspection or inquiry as is referred to in sub-section (3) and the Vice-Chancellor shall communicate to the Board of Management the views with such advice as the State Government may offer upon the action to be taken thereon.

(6) In case, the Board of Management does not, within a reasonable time; take action, to the satisfaction of the State Government, the State Government, may issue such directions as it may think fit and the Board of Management shall comply with such directions.

(7) If an inquiry or inspection has been ordered under this section by the State Government then the State Government shall send the Chancellor a copy of every report of the Inquiry or Inspection ordered under subsection (3), and of every direction issued under sub-section (6) and also of every report or information received in respect of compliance or non-compliance with such directions.

(8) Without prejudice to the foregoing provisions of this section, the Chancellor may, be order in writing, annual any proceeding of the University which is not in conformity with this Act, the Statutes or the Ordinances;

Provided that before making any such order, the Chancellor shall call upon the University to show cause why such an order should not be made and shall consider the cause shown if any, within the timelimit specified by him.
