111. Where any authority specified in section 107 fails within a reasonable time to make appointment to any post specified in section 106 or created thereunder the State Government may after giving the authority due opportunity and consulting the State Public Service Commission, if necessary, make appointment thereto and such appointment shall then be deemed for all purposes to have been made by the authority concerned.
