81. If a person sits or votes as a [Mayor], [* * *] or member of a [Corporation] at a meeting of the [Corporation] or any Committee thereof before he has complied with the requirements of sub-section (1) of section 85 or when he knows that he is not qualified or that he is disqualified for being a [Mayor], [* * *], [***] or [Corporator] as the case may be, he shall be liable in respect of each day on which he so sits or votes to a penalty of fifty rupees to be recovered as a debt due to the State.
