The [President] the executive officer, [the medical officer of health] and, if authorized in this behalf by resolution, any other member, officer or servant of the Municipality may without notice, at any period of the day or night, enter into and inspect a market, shop, stall or place used for the sale of food or drink for man, or as a slaughter-house, or for the sale of drugs, and inspect and examine any article of food or drink or any animal or drug which may be therein.
