Section 300: Previous publication of rules, etc. made by the State Government

300. (1) The power of the [State Government] to make rules or regulations under this Chapter is subject to the condition of the rules or regulations being made after previous publication and of their not taking effect until they have been published in the [official Gazette.]

(2) Any rule or regulation made by the [State Government] may be general for all Municipalities or for all Municipalities not expressly excepted from its operation or may be special for the whole or any part of any one or more than one Municipality as the [State Government] directs.
