64. The executive officer, [Accounts Officer] [or medical officer of health] may, with the permission of the [President] or in virtue of a resolution passed in this behalf at a meeting of the Municipality or of a committee, make an explanation in regard to a subject under discussion, but shall not vote upon or make a proposition at such meeting.
