5. For the purposes of facilitating the application of the U. P. Encumbered Estates Act, 1934 and the U. P. Zamindars’ Debt Reduction Act, 1952, a amended by this Act to any pending proceedings or investigations or enforcement of any right, privilege, obligation or liability acquired, accrued or incurred under the aforesaid Acts prior to their amendment by this Act, any court or authority may construe the provisions of the U. P. Encumbered Estates Act, 1934 and the U. P. Zamindars’ Debt Reduction Act, 1952, as the case may be, as amended by this Act, with such alteration or modification, not affecting the substance, as may be necessary or proper to adapt it to the matter before the court or the authority as the case may be.
