UTTAR PRADESH SHASAN NIYOJAN ANUBHAG-2 In pursuance of the provislons of clause (3) of Article 348 of the Constitution, the Governor is pleased to order the publication of the following English translation of Notification no. Dated NOTIFICATION No.: 111 /35-2-2019-3/39(2)/16 Lucknow:Dated:31-1,2019 In exercise of the powers conferred by sections 3 and 4 of the Collection of Statistics Act, 2008 (Act no. 7 of 2009) read with rules 5 and 7 of the Collection of Statistics Rules, 2011, the Government of Uttar Pradesh in Planning Department hereby directs a statistical survey on collection of Statistics on manufacturing and related activities hereinafter referred to as "The Annual Survey of Industries 2017-18" as per the details mentioned in the Schedule given below :-
2.The industrial units are selected by the Central Statistical Office, Government of India through the process of sampling and the Planning Department. Government of Uttar Pradesh in reference to the above mentioned direction, has appointed Shri Arvind Kumar Pandey, Additional Director, Economics and Statistics Division, Uttar Pradesh as the Statistics Officer to survey the units for the State sample for the geographical area of Uttar Pradesh.
3.The persons authorized by the State Statistics Officer should be engaged in the jurisdiction of the Statistics Officer for verification of information furnished by each informant, for inspecting relevant records, and for seeking clarifications, as may be necessary. Each person should carry a photo identity card or a letter of authorization issued by the concerned authorized Officer of the District.
4.The statistics collected in Part I of Annual Survey of Industries schedule in respect of the Annual survey of Industries 2017-18 furnished by the informants, after due verification and scrutiny, will be processed by officials working at the Office of the Director, Economics and Statistics, Uttar Pradesh.
5. All the persons engaged in any activity in respect of the Annual Survey of Industries 2017-18 are governed by the provisions under the Collection of Statistics Act, 2008 (Act no.
7 of 2009) and the Collection of Statistics Rules, 2011. As per the provisions of subsections(4) and (6) of section 4 of the said Act the Statistics Officer has been delegated the powers to conduct the Annual Survey of Industries 2017-18 work in the Economics and Statistics agency through the powers given to the Economics and Statistics Officer and Additional Statistical Officer working at the districts levels. The Statistics Officer under the provisions of the said sub-sections (4) and (6) has been delegated the powers to authorise the district level Economics and Statistics Officer and Divisional level Deputy Director(Economics and Statistics) and the Divisional Economics and Statistics Officer to inspect the work.

SCHEDULE
1. Subject and purpose for collection of Statistics:
The data for the industries registered under sub clauses (i) and (ii) of clause(m) of section 2 of the Factories Act, 1948 is collected through Annual Survey of Industries 2017-18 relating to growth, composition and structure of organized manufacturing sector comprising activities related to manufacturing process, repair services, gas and water supply and cold storage. The data will be used to measure the contribution of registered factories in the economy of the State.
2. Geographical area for collection of Statistics:
The data will be collected in the geographical area of all the districts of Uttar Pradesh under the Collection of Statistical Act, 2008.
3. Method of data collection:
A notice will be issued by the authorized Officer of each districts in the jurisdiction of Statistics Officer to informants under his jurisdiction indicating therein the date by which, the Officer or office to whom the unit or units for which and the formats in which information is required to be furnished. The authorized Officer for the districts may permit an informant to file the prescribed information directly to him subject to such other conditions that may be specified in the notice by the authorized Officer in the districts.
4. Nature of informants for whom data may be collected:
The owner or occupier of a unit [i.e. a factory or electricity or gas or water supply undertaking or an establishment registered under the Beedi & Cigar Workers (Conditions of Employment) Act, 1966 (Act no. 32 of 1966)] who would be issued notice by the authorized Officer of the district authorized by Statistics Officer shall furnish information about the unit.
The Officer of the district authorized by Statistics Officer may require an owner or occupier to furnish consolidated information in respect of two or more units under single management in case information is not separately available for individual units and subject to such other conditions, as he may specify in the notice.
5. Period during which collection of Statistics may be completed:
The date for submission of information by each informant would be mentioned in the notice but if the survey is not completed, within the stipulated time, then the survey period may be extended for two months.
6. Reference period:
Information is required to be furnished for the Financial Year commencing on the 1st April 2017 and ending with 31st March 2018 or for the Accounting Year of a unit ending at any date between 1st April 2017 and 31st March 2018.
7. Nature of information to be collected:
The information required relates to information on assets and liabilities, employment and labour cost, receipts, expenses, input items- indigenous and imported, products and by-products, distributive expenses, and relates to use of information technology and conservation of energy.
8. Language in which information is to be furnished by informant:
An informant shallfurnish information in the prescribed formats, either in Hindi or in English.
9. Obligation of the Informants:
-3- An owner or occupier of a unit shallfurnish information in the manner and by the date mentioned in the notice received by him from the Officer of the district au thorized by Statistics Officer. He should also furnish relevant rec ords for inspection, and answer questions in relation to the information sought,as may be required by the Officer authorized by Statistics Officer or a person authorized by him.
10. Nature of business records and other records which may be inspected:
Business records of a unit, such as balance sheet, profit and loss account, muste r rolls, attendance registers, labour register, pay rolls, Director's report or any other legal document in support of the information furnished by the unit may be inspected by Officer authorized by Statistics Officer or a person authorized by him.
11. The manner of inspection:
Statistics Officer or the Officer authorized by him at the district level and the authorized officials of his office, or the person of the Headquarter nominated by th e Statistics Officer or the Officer authorized by the Statistics Officer at the Divisional level may verify the information furnished by a unit on the basis of business records and other records of the unit and seek clarification from the concerned owner or occu pier or a person authorized by the management of the unit.
