Government of Uttar Pradesh Revenue Section-11 No.: 360/T®-11-2021 Lucknow: Dated 27 ¥, 2021 Office Memorandum Under Section 20 of the National Disaster Management Act, 2005, for the operation of the State Disaster Response Fund, policy determination, implementation, monitoring, review, and guidance regarding relief works, the “State Executive Committee” was constituted under the chairmanship of the Chief Secretary, Government of Uttar Pradesh, vide Revenue Section—10 Office Memorandum No. 418/1-10-2016-14(15)/2009 dated 06.04.2016, as follows:

2. It is noteworthy that under Section 20 of the National Disaster Management Act, 2005, the following provision has been made for the constitution of the State Executive Committee:
“Section 20(1): After issuance of a notification by the State Government under subsection (1) of Section 14, the State Government shall constitute a State Executive Comumittee to assist the State Authority in the discharge of its functions under this Act, in accordance with the guidelines laid down by the State Authority, and to ensure compliance with the directions issued by the State Government.
(2) The State Executive Committee shall consist of the following members, namely:
(a) The Chief Secretary to the State Government, who shall be the ex-officio Chairperson;
(b) Four Secretaries to the State Government of such departments as the State Government may deem appropriate, ex-officio.
(3) The Chairperson of the State Executive Committee shall exercise such powers and perform such functions as may be prescribed by the State Government, and shall also exercise such other powers and perform such other functions as may be delegated to it by the State Authority.
(4) The procedure to be followed by the State Executive Committee in the exercise of its powers and discharge of its functions shall be such as may be prescribed by the State Government.” In exercise of the powers conferred under Section 20 of the Disaster Management Act, 2005, and with a view to ensuring proper management of the State Disaster Response Fund in the State—including policy formulation, implementation, monitoring, supervision, and for providing assistance and guidance for relief works—the State Executive Committee constituted vide order dated 06.04.2016 is hereby superseded, In its place, under the chairmanship of the Chief Secretary, Government of Uttar Pradesh, the State Executive Committee is constituted as follows:

4. Additional Chief Secretaries / Principal Secretaries / Secretaries of other departments may be invited as special invitee members to meetings of the State Executive Committee, as required, based on matters related to their respective departments.
5. The Committee shall also have the authority to constitute sub-committees, as necessary for efficient functioning, by delegating powers to any one or more members of the Committee.
6. In matters related to disasters notified by the Government of India / State Government, for which the State Executive Committee is competent, where immediate approval of expenditure from the State Disaster Response Fund is required and it is not possible to convene a meeting of the Committee immediately, necessary action may be taken as per rules if it is not possible to convene the meeting, approval shall be granted after obtaining the consent of the Chief Secretary on the proposal.
7. In accordance with the special directions issued by the Government of India, approval shall be obtained from the Committee from time to time in the meetings convened by the Revenue Department in relation to works connected with the State Disaster Response Fund, while placing the matter before the Committee.
