(1) These rules shall be called the Uttar Pradesh Palika and Jal Sansthans Water Works Engineering (Centralised) Services Rules, 1996,
(2) They shall be applicable to all the Municipal Corporations, Municipal Councils and Jal Sansthans in, Uttar Pradesh.
(3) They shall come into force with effect from the date of their publication in the Gazette.
2. Definitions-In these rules, unless there is anything repugnant in the subject or context--
(i) "Appointing authority" means the State Government;
(ii) "Centralised Services" means services common to the Jal Sansthans and to the Water Works of Municipal Corporations and Municipal Councils created under rule 3;
(iii) "Citizen of India" means a person who is or is deemed to be a citizen of India under Part II of the Constitution;
(iv) Classes "A", "B" and "C" Water Works in the Municipal Corporations, Municipal Councils and Jal Sansthans means the Undertakings so specified by the Government from time to time;
(v) C1-as I, II, III or IV Municipal Councils" means the Municipal Councils specified as such by the Government, from time to time;
(vi) "Commission" means the Uttar Pradesh Public Service Commission;
(vii) "Constitution" means the Constitution of India
(viii) "Corporation" means the Municipal Corporation constituted under section 4 of the Uattar Pradesh Municipal Corporation Act, 1959.
(ix) Direct recruitment" means recruitment made in the manner prescribed in part V of these rules;
(x) "Government" means the Government of Uttar Pradesh ;
(xi)' “General Cadre” means the cadre of posts in the centralised services not include in the Palika Hill Sub-Cadre;
(xii) "Jal Sansthans" means Jal Sansthans established by the State Government under section 18 of the U. P. Water Supply and Sewerage Act, 1975.
(xiii) "Member of the service" means a person absorbed against or appointed to a post in the cadre of the centralised service under these rules;
(xiv) "Officers" means the officers of the centralised Services under rule;
(xv) "Other backward classes of citizens" means the backward classes of citizens specified in Schedule I of the Uttar Pradesh Public Services (Reservation for Scheduled Castes, Scheduled Tribes and other Backward Classes) Act, 1994;
(xvi) “Palika” means a Corporation, or a Municipal Council, as the case may be; (xvii) “Palika Hill Sub-Cadre" means; the Palika Hill Sub-cadre constituted under rule 41;
(xviii) “State” means the State of Uttar Pradesh; and
(xix) "Substantive appointment" means an appointment, not being an ad hoc appointment, made after selection in accordance with these rules.
