(1) Subject to such modification, as the Government may make from time to time, the rules regarding disciplinary proceedings, appeals and representations against punishments, as are applicable to the Government servants, shall, apply to the Officers and other employees of the Service.
(2) The authority competent to impose any punishment, major or minor, on the Officers of the Centralised Services shall be the State Government.
Provided that the power to inflict any minor punishment shall also vest in the Mukhy Nagar Adhikari of the Corporation, President of the Municipal Council or General Manager of Jal Sansthan, as the case may be.
Provided further that the power to inflict major or minor punishment on the Officers of Centralised Services in respect of whom power of appointment has been delegated to him by State Government, shall also vest in the Director Local Bodies;
Provided also that it shall be necessary to consult the Commission before passing an order for the dismissal or removal from service or reduction in rank in respect of any such officer.
(3) The power to suspend an Officer of the Centralised Services shall be exercised by the State Government only.
(4) In case where the disciplinary proceeding against an office" have been started by the President, Mukhya Nagar Adhikari or General Manager of Jal Sansthan, as the case may be, in accordance with the provisions of sub-rule (2) above; and after the completion of enquiry he comes to a provisional conclusion that a pedalty of dismissal or removal from service or reduction in rank is required he shall refer the case along with his findings and recommendation to the Government for final orders.
