No. 1694/6-pu-01-15-650(59)-02 TC Dated Lucknow, July 23, 2015 IN exercise of the powers under sub-sections (2) of section 46 read with section 2 of the Police Act, 1861(Act no. 5 of 1861) and all other powers enabling him in this behalf and in supersession of all existing Government orders issued in this behalf, the Governor is pleased to make the following rules with a view to regulating the selection, promotion, training, appointment, determination of seniority and confirmation etc. of all the ranks of Ministerial, Accounts and Confidential Assistants Service Cadres in Uttar Pradesh Police Force.
THE UTTAR PRADESH POLICE MINISTERIAL, ACCOUNTS AND CONFIDENTIAL ASSISTANT CADRES SERVICE RULES 2015
PART-1-GENERAL Short title and commencement Status of Service Definitions
1. (1) These rules may be called the Uttar Pradesh Police Ministerial, Accounts and Confidential Assistants Cadres Service Rules, 2015.
(2) They shall come into force with effect from the date of their publication in the Gazette.
2. The Uttar Pradesh Police Ministerial, Accounts and Confidential Assistants services are ancillary cadres to the Uttar Pradesh Police and comprise posts in group "C"
3. In these rules unless there is anything repugnant to the subject or context:-
(a) "Act" means the Uttar Pradesh Public Services (Reservation for Scheduled Castes, Scheduled Tribes and Other Backward Classes) Act, 1994,
(b) "Appointing Authority" means the Superintendent of Police for the rank of Assistant Sub Inspector, Deputy Inspector General of Police for the rank of Sub Inspector and Inspector in their respective jurisdiction.
(c). "Board" means the Uttar Pradesh Police Services Recruitment and Promotion Board, established in accordance with Government orders issued from time to time in this regard.
Cadres of Service Composition and strength of cadres
(d) "Constitution" means the Constitution of India;
(e) "Citizen of India" means a person who is or is deemed to be a citizen of India under Part-II of the Constitution;
(f) "Government" means the State Government of Uttar Pradesh;
(g) "Governor" means the Governor of Uttar Pradesh;
(h) "Head of Department" means the Director General of Police Uttar Pradesh;
(i) "Members of the Service" means a person substantively appointed under these rules and shall include the persons already appointed under Government Orders.
(j) "Other Backward Classes" of citizens means the backward classes of citizens specified in Schedule 1 of the Act, as amended from time to time.
(k) "Police Headquarters" means the Headquarters of the Director General of Police, Uttar Pradesh at Lucknow or Uttar Pradesh Police Headquarters at Allahabad.
(l) "Selection Committee" means a selection committee constituted by the Board for the selection of candidates for appointment to the post of service;
(m) "Service" means the Ministerial, Accounts and Confidential Assistant Cadre of the Ministerial Services of the Uttar Pradesh Police Force;
(n) "Substantive Appointment" means an appointment not being an adhoc appointment, on a post in the cadre of the service, made after selection in accordance with the rules, if there were no rules, in accordance with the procedure prescribed for the time being by executive instructions issued by the Government
(o) "Year of Recruitment" means period of 12 months starting from first July of each calendar year,
PART-2- CADRES
4. There shall be following cadres in the ministerial services of Uttar Pradesh Police;
1. Ministerial Cadre.
2. Accounts Cadre.
3. Confidential Assistant Cadre.
5. (1) The strength of the cadres referred to in rule-4 and the ranks therein shall be such as may be determined by the Government from time to time.
(2) The composition and strength of cadres shall be as follows:-
(a) Ministerial Cadre
1. Inspector of Police (Ministerial)- 92
2. Sub-Inspector of Police (Ministerial) 678
3. Assistant Sub Inspector of Police (Ministerial) 1560
(b) Accounts Cadre
1. Inspector of Police (Accounts) 37

(3) The Governor may create any such additional permanent or temporary posts as he may consider proper.
(4) The Appointing Authority may leave any vacant post unfilled or the Governor may hold in abeyance any vacant post for which no person shall be entitled for any compensation.
PART-3-RECRUITMENT
6. (1) Recruitment to the posts of various ranks shall be made from following sources;
(A) Ministerial Cadre Inspector of Police (Ministerial)- By promotion from amongst substantively appointed Sub-Inspectors of Police (Ministerial) on the basis of seniority subject to rejection of unfit.
Sub-Inspector of Police (Ministerial)- By promotion from amongst substantively appointed Assistant Sub-Inspectors of Police (Ministerial) on the basis of seniority subject to rejection of unfit.
Assistant Sub-Inspector of Police (Ministerial)-
(a) Eighty percent by direct recruitment through the Board as per procedure prescribed in rule-17.
Note: (1) Dependants of personnel of police department deceased during service who apply for the post of Assistant Sub-Inspector of Police (Ministerial) in the dependant of deceased category shall be recruited by the Board as per the policy decided by the Government. Restriction being that every year such posts shall not be more than 5 percent of the posts to be filled by direct recruitment as against the vacancies arising in the previously sanctioned posts of Assistant Sub-Inspector of Police (Ministerial).
1[(2) Twenty percent through promotion by the Board on the basis of departmental examination as per procedure prescribed in Appendix from amongst substantively appointed Group 'D' employees who have :-
(i) completed seven years of service as such on the first day of the year of recruitment;]1 1 [(ii) attained the age of not more than 50 years on the first day of the year of recruitment;
(iii) possess all other qualifications as specified for direct recruitment on the first day of the year of recruitment;
Provided that if suitable candidates from Group 'D' employees are not found then their unfilled vacancies shall be filled up by direct recruitment.]1 No. 17/2016/2791/6-pu-1-16-650(59)/2002 TC Dated: 19 Oct. 2016 (First Amendment) Reservation Transitional provisions (B) Accounts Cadre Inspector of Police (Accounts)- By promotion from amongst substantively appointed Sub-Inspectors of Police (Accounts) on the basis of seniority subject to rejection of unfit.
Sub-Inspector of Police (Accounts)- By promotion from amongst substantively appointed Assistant Sub-Inspectors of Police (Accounts) on the basis of seniority subject to rejection of unfit.
Assistant Sub-Inspector of Police (Accounts)- Hundred percent by direct recruitment through the Board as per procedure prescribed in rule-17.
Note:- Dependants of personnel of police department deceased during service who apply for the post of Assistant Sub-Inspector of Police (Accounts) in the dependant of deceased category shall be recruited by the Board as per the policy decided by the Government. Restriction being that every year such posts shall not be more than 5 percent of the posts to be filled by direct recruitment as against the vacancies arising in the previously sanctioned posts of Assistant Sub-Inspector of Police (Accounts).
(C) Confidential Assistant Cadre Inspector of Police (Confidential)- By promotion from amongst substantively appointed Sub-Inspectors of Police (Confidential) on the basis of seniority subject to rejection of unfit.
Sub-Inspector of Police (Confidential)- Hundred percent by direct recruitment through the Board as per procedure prescribed in rule-17.
Note: Dependants of personnel of police department deceased during service who apply for the post of Sub-Inspector of Police (Confidential) in the dependant of deceased category shall be recruited by the Board as per the policy decided by the Government. Restriction being that every year such posts shall not be more than 5 percent of the posts to be filled by direct recruitment as against the vacancies arising in the previously sanctioned posts of Sub-Inspector of Police (Confidential).
7. Reservation for the candidates belonging to the Scheduled Caste, Scheduled Tribes and Other Categories shall be in accordance with the Act and the Uttar Pradesh Public Service (Reservation for Women Candidate, Dependents of Freedom Fighters, Sportsman and Ex-Servicemen) Act, 1993, as amended from time to time, and the orders of the Government in force at the time of the notification of vacancies by the Board. The reservation of the National or State level sportsmen shall be in accordance with the Government orders in force at the time of the notification of vacancies by the Board.
Physically Handicapped persons shall not be eligible for appointment to posts under these rules.
8. (1) A person appointed as Constable (Ministerial) or Assistant Sub Inspector (Ministerial) and presently holding any post in the ministerial branch or Accounts Branch in any of the ranks described in the G.O. No-7252/VIII-A- 94/66 dated September 06, 1966 in any of the five erstwhile cadres as Nationality described in G.O. No-4907/VIII/650(4)/75 dated February 09, 1976 and Police Head Quarter circular D.O. letter No-18-115-76 dated October 25, 1977 shall be deemed to have joined the newly created Ministerial Cadre or Accounts Cadre respectively from the date of publication of these rules in the Gazette:
Provided that if any person, who has been deemed to have joined the newly created Ministerial or Accounts cadre, has any grievance about the allotment to the newly created cadres may represent to the Head of Department for the change of his cadre within 30 days from the date of publication of these rules in the Gazette. The Head of Department shall make a seniority wise list of each rank in Ministerial and Accounts cadres of all such persons, who have submitted their representations about shifting to the other cadre within the stipulated time, and shall try to adjust according to seniority as many persons as possible with the restriction that the number of persons in each rank so shifted shall be such that the availability of persons in each rank in either of the cadres after disposal of the representations shall be proportionate in both cadres.
(2) Only persons appointed as Sub Inspector (Ministerial)/Stenographers as described in G.O. No-7252/VIII-A-94/66 dated-September 06, 1966 and currently in service in the five cadres as described in G.O.No- 4907/VIII/650(4)/75 dated-February 09, 1976 will constitute the Confidential Assistant Cadre under these rules.
PART-4 ELIGIBILITY
9. Candidate for direct recruitment must be:-
(a) Citizen of India; or
(b) a Tibetan refugee who came over to India before the 1ª January 1962 with the intention of permanently settling in India; or
(c) a person of Indian origin who has migrated from Pakistan Burma (Myanmar), Sri Lanka or any of the East African Countries of Kenya, Uganda and the United Republic of Tanzania (formerly Tanganyika and Zanzibar) with the intention of permanently settling in India:
Provided that a candidate belonging to category (b) and (c) will also be required to obtain a certificate of eligibility granted by the State Government of Uttar Pradesh:
Provided further that a candidate belonging to category (b) will also be required to obtain a certificate of eligibility granted by the Deputy Inspector General of Police Intelligence branch of Uttar Pradesh:
Provided also that if a candidate belongs to category (c) no certificate of eligibility will be issued for a period of more than one year and the retention of such a candidate in service beyond a period of one year shall be subject to his acquiring Indian citizenship.
NOTE:- A candidate in whose case a certificate of eligibility is necessary but the same has neither been issued nor refused may be admitted to an examination or interview but on being selected such candidates shall be given appointment only when required certificates are presented before appointing authority.
Essential qualifications for direct recruitment 1[10. (1) Assistant Sub-Inspector of Police (Ministerial)
(a) Bachelor's degree from a University established by law in India or equivalent qualification recognized by Government.
(b) Hindi typing with speed of at least 25 words per minute and English typing with speed of at least 30 words per minute (Unicode based using In script keyboard or as prescribed by the Head of the Department)] 1 2[(c) Must have passed "O" level examination in Computers from the National Institute of Electronic & Information Technology (NIELIT Society), (erstwhile DOEACC Society) of the Government of India or a qualification recognized by the Government as equivalent thereto.] 2 1[(2) Assistant Sub-Inspector of Police (Accounts)
(a) Bachelor's degree in Commerce or post graduate diploma in Accountancy from a University established by law in India or equivalent qualification recognized by Government.
(b)Hindi typing (Unicode based using In script keyboard or as prescribed by the Head of the Department) with speed of at least 15 words per minute.] 1 2[(c) Must have passed "O" level examination in Computers from the National Institute of Electronic & Information Technology (NIELIT Society), (erstwhile DOEACC Society) of the Government of India or a qualification recognized by the Government as equivalent thereto.] 2 1[(3) Sub-Inspector of Police (Confidential)
(a) Bachelor's degree from a University established by law in India or equivalent qualification recognized by Government.
(b) Hindi typing with speed of at least 25 words per minute and English typing with speed of at least 30 words per minute (Unicode based using In script keyboard or as prescribed by the Head of the Department)] 1 2[(c) Hindi Shorthand dictation speed of minimum 80 words per minute.
Candidates will be declared successful on the correctness determined by the Uttar Pradesh Police Recruitment and Promotion Board.
(d) Must have passed "O" level examination in Computers from the National Institute of Electronic & Information Technology (NIELIT Society), (erstwhile DOEACC Society) of the Government of India or a qualification recognized by the Government as equivalent thereto.]2 1- No. 17/2016/2791/6-pu-1-16-650(59)/2002 TC Dated: 19 Oct. 2016 (First Amendment) 2- No. 01/2020/634(1)/6-pu-1-20-650(59)/2002 TC-VI Dated: 15 April 2020 (Third Amendment) Preferential Qualification Age Character Marital Status Physical Fitness 1[11. Other things being equal, a candidate shall be given preference who has
1. higher certification from the DOEACC@NIELIT Society or Bachelors Degree in Computer Application/Technology or higher recognized by the Government;
2. graduation in Law from any institute or college or University recognised by University Grants Commission;]1
3. has served in the Territorial Army for at least two years;
4. possesses "B" Certificate of the National Cadet Corps.
The exact modality for giving preference shall be decided by the Board in consultation with the Head of Department.]1
12. For direct recruitment to all posts, a candidate must have attained the age of 21 years and must not have attained the age of more than 28 years on the first day of July of Calendar year in which vacancies for direci recruitment are advertised:
Provided that the upper age limit in the case of candidates belonging to the Scheduled Castes, Scheduled Tribes and such other categories would be so much more as may be specified from time to time by State Govt.
13. The character of a candidate for direct recruitment to any post should be such as to render him suitable in all respects for employment in Government Service. The appointing authority shall satisfy himself on this point.
NOTE: Persons dismissed by the Union Government or a State Government or by a local authority or by a Corporation or Body owned or controlled by the Union Government or State Government shall not be eligible for appointment to any post of the service. Candidates convicted for any crime related to moral turpitude shall not be eligible for appointment.
2[14. A person will not be eligible for appointment to a post in service who has more than one spouse living or a person will not be eligible who contracts marriage with a person who already has a spouse living.]2
15. No candidates shall be eligible for appointment to any post in the service unless he be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of his duties. Before a candidate is finally approved for appointment, he shall be required to pass an examination by Medical Board.
NOTE: The Medical board shall also examine the deficiencies such as knock knee, bow legs, flat feet, varicose veins, color blindness (partial and total), vision deficiencies, hearing deficiencies etc.

PART-5-PROCEDURE FOR RECRUITMENT 1[16. The appointing authority shall determine and intimate to the Head of the Department the number of vacancies to be filled during the course of the year of recruitment as also the number of vacancies reserved for candidates belonging Scheduled Castes, Scheduled Tribes and other categories under rule
6. The Head of the Department shall intimate the number of vacancies to the Board and also to the Government. Subsequently the Board shall notify the vacancies in the following manner:-
(i) By issuing advertisement in daily Hindi and English newspapers having wide circulation;
(ii) By pasting the notice on the notice board of the office or by advertising through Radio/Television and other Employment newspapers;
(iii) By notifying vacancies to the Employment Exchange; and
(iv) By other means communication. of mass communication.]1 1[17. (A) Application Form and Call Letter:- A candidate shall fill only one application Form. The Board will accept only online applications. The Head of the Department, in consultation with the Board, shall fix an application fee for a recruitment. Detailed procedure for filling the Application Form and issuance of call letter shall be determined by the Board and shall be displayed on its website or be published in the notification.
The Government may change the number of vacancies for any recruitment at any time before the first examination and may also cancel any recruitment at any time or stage of recruitment without assigning any reason therefor.]1 2[(B) Written Examination- Candidates whose applications are found correct, shall be required to appear for written test of 400 marks. In this written examination, the Board will keep one objective type question paper of four following subjects:- Subject Maximum Marks
1. General Hindi /Computer Knowledge 100 marks (objective type)
2. General Awareness /Current Affairs 100 marks (objective type)
3. Numerical and Mental Ability Test 100 marks (objective type)
4. Mental Aptitude Test/ I.Q. Test /Reasoning 100 marks (objective type) ]2 1- No. 17/2016/2791/6-pu-1-16-650(59)/2002 TC Dated: 19 Oct. 2016 (First Amendment) 2- No. 01/2020/634(1)/6-pu-1-20-650(59)/2002 TC-VI Dated: 15 April 2020 (Third Amendment) 1[Candidates failing to obtain 35% marks in each subject and 40% marks in aggregate in the written examination shall not be eligible for recruitment.
The detailed syllabus for the examination will be decided by Board and will be displayed on its website. The Board will decide at it own level to conduct written examination on one date in a single shift or in more than one shift or more than one date in different shifts with different question paper through pen and paper based written examination (OMR system) through computer based examination or system.
NOTE:-
(1) Detailed procedure for written examination shall be determined by the Board and will be displayed on its website.
(2) If the Board decides to conduct the written examination in more than one shift or on more than one date in different shift with different question paper, then the Board may, if necessary, decide the process of normalization of marks obtained by the candidates appearing in such examination at its level and be displayed on its website.]1 2[(C) Scrutiny of Documents and Physical Standard Test- Candidates found successful in written examination under clause (B) shall be required to appear in Scrutiny of Documents and Physical Standard Test.
Keeping in view the total number of vacancies, the Board shall decide at its own level, the number of candidates on the basis of merit to be called for this test. Physical Standards for candidates are as follows:-
1. Minimum Physical Standards for male candidates are as follows:-
(a) Height:-
(i) for General/Other Backward classes and Scheduled Castes male candidates minimum height should be 163 centimetres.
(ii) for Scheduled Tribes male candidates minimum height should be 156 centimetres.
(b) Chest:- For the candidates belonging to General/Other Backward classes and Scheduled Castes minimum chest measurement should be 77 centimetres without expansion and at least 82 centimetres with expansion; and for the candidates belonging to the Scheduled Tribes 75 centimetres without expansion and not less than 80 centimetres on expansion.
Note:- Minimum 5 centimetre chest expansion is essential.
2. Minimum Physical Standards for female candidates are as follows:-
(a) Height:-]2 1- No. 01/2020/634(1)/6-pu-1-20-650(59)/2002 TC-VI Dated: 15 April 2020 (Third Amendment) 2- No. 17/2016/2791/6-pu-1-16-650(59)/2002 TC Dated: 19 Oct. 2016 (First Amendment) 1[(i) for General/Other Backward classes and Scheduled Castes female candidates minimum height should be 150 centimetres.
(ii) for Scheduled Tribes female candidates minimum height should be 145 centimetres.
(b) Weight:- Minimum 40 Kg. for female candidates.
For conducting this examination a committee will be constituted by the Board in which a Deputy Collector nominated by the District Magistrate will be the Chairman and the Deputy Superintendent of Police nominated by the District Superintendent of Police will be the member. the other members of the committee shall be nominated by the District Magistrate or the Superintendent of Police if requested by the board.
Detailed procedure for this examination shall be determined by the Board and will be displayed on its website or shall be published in the notification.
If any candidate is not satisfied with his Physical Standard Test, he may file an objection on the same day after the test. For clearing all such objection;
the Board shall nominate one Additional Superintendent of Police at every place and Physical Standard Test of all such candidates will be conducted again by the committee in the presence of the said nominated Additional Superintendent of Police. All those candidates who are again found unsuccessful in the Physical Standard Test, will be declared unfit for recruitment and no further appeal will be entertained in this regard.
(D) Computer Typing and Stenography Examination Candidates found successful in Scrutiny of Documents and Medical Examination as per part (C) shall be required to appear in the computer typing test of qualifying nature. The qualifying typing speed shall be as per the post which has been applied for by the candidate. Only those candidates who have applied for the post of Sub Inspector of Police (Confidential) and qualify the required typing test as above, shall have to appear in stenography test which shall be of qualifying nature. The procedure for the examination shall be decided by the Board and will be displayed on its website or shall be published in the notification.
(E) Selection and Final Merit List From amongst candidates who have qualified in computer typing and from amongst those candidates who have applied for the post of Sub Inspector of Police (Confidential) and have qualified the stenography test also, the Board shall prepare a select list of candidates of each post separately as per vacancies, on the basis of aggregate marks obtained by them in Written examination, keeping in view the reservation policy, and send it with recommendation to the Head of the Department, to Medical subject test/character verification. No waiting list shall be prepared by the Board List]1 1- No. 17/2016/2791/6-pu-1-16-650(59)/2002 TC Dated: 19 Oct. 2016 (First Amendment) 1[of all such candidates with marks obtained by each candidate shall be uploaded on its website by the Board. The Head of the Department shall after his approval forward the list sent by the Board to the Appointing Authority for further action.
Note: If two or more than two candidates obtain equal marks then their seniority shall be decided by the procedure laid down in the following order :-
(1) If two or more candidates obtain equal marks then such candidate will be given preference who possesses preferential qualification, if any (in the same order as stated in rule 11). Candidate having more than one preferential qualification shall get the benefit of only one preferential qualification.
(2) Even then if two or more candidates have equal marks then candidate older in age shall be given preference.
(3) If despite the aforementioned more than one candidates are equal, then preference to such candidate shall be determined according to the order in English Alphabets of their names mentioned in High School Certificate.
(F) Medical Test- The candidates whose names are in the select list as per clause (e), will be required appear for Medical Examination by the Appointing authority. For conducting the medical examination, the Chief Medical Officer of the concerned district shall constitute a Medical Board, which will have 03 doctors, who will conduct Medical Examination as per "Police Recruitment Medical Examination Forms" as prescribed and codified by the Head of Department in consultation with the Director General of Medical Health. Any candidate not satisfied by his Medical Examination, may file an appeal on the day of examination itself. Any appeal with regard to Medical Examination will not be considered if the candidate fails to file the appeal on the date of Medical Examination and declaration of its result itself. The Medical Board constituted for appeal shall have expert regarding Medical deficiency of the applicant. The detailed instructions for conducting Medical examination will be issued by the Director General of Police. The candidates found unsuccessful in Medical Examination shall be declared unfit by the Appointing authority and such vacancies shall be carried forward for next selection.
(G) Character Verification Character Verification shall be completed under the supervision of appointing authority before issuing of appointment letter and before sending the candidates for training. On adverse fact coming to light during character verification of any candidate, he shall be declared unfit by the appointing authority and such vacancy shall be carried forward for next selection. ]1 1- No. 17/2016/2791/6-pu-1-16-650(59)/2002 TC Dated: 19 Oct. 2016 (First Amendment) Procedure for recruitment by promotion
18. (1) Assistant Sub Inspector (Ministerial) to Sub Inspector (Ministerial):
Hundred percent posts of the total number of sanctioned posts of Sub Inspector of police (ministerial) shall be filled by recruitment through promotion by the Board on the basis of seniority subject to rejection of unfit from amongst the substantively appointed Assistant Sub Inspector (Ministerial) who have completed seven years of service as such on the first day of the year of recruitment including the probation period.
(2) Sub Inspector (Ministerial) to Inspector (Ministerial): Hundred percent posts of the total number of sanctioned posts of Inspector of police (ministerial) shall be filled by recruitment through promotion by the board on the basis of seniority subject to rejection of unfit, from amongst the substantively appointed Sub Inspector (Ministerial) who have completed three years of service as such on the first day of the year of recruitment including the probation period.
(3) Assistant Sub Inspector (Accounts) to Sub Inspector (Accounts):
Hundred percent posts of the total number of sanctioned posts of Sub inspector of police (Accounts) shall be filled by recruitment through promotion by the Board on the basis. of seniority subject to rejection of unfit, from amongst the substantively appointed Assistant Sub Inspector (Accounts) who have completed seven years of service as such on the first day of the year of recruitment including the probation period.
(4) Sub Inspector (Accounts) to Inspector (Accounts): Hundred percent posts of the total number of sanctioned posts of Inspector of police (Accounts) shall be filled by recruitment through promotion by the Board on the basis of seniority subject to rejection of unfit, from amongst the substantively appointed Sub Inspector (Accounts) who have completed three years of service as such on the first day of the year of recruitment including the probation period.
(5) Sub Inspector (Confidential) to Inspector (Confidential): Hundred per cent posts of the total number of sanctioned posts of Inspector of police (Confidential) shall be filled by recruitment through promotion by the board on the basis of seniority subject to rejection of unfit, from amongst the substantively appointed Sub Inspector (Confidential) who have completed seven years of service as such on the first day of the year of recruitment including the probation period.
(6) (a) The selection committee for the posts of Sub Inspector (Ministerial), Sub Inspector (Accounts), Inspector (Ministerial), Inspector (Accounts) and Inspector (Confidential) shall be constituted by the Board.
(b) The Chairman of the Selection Committee shall be nominated by the Board and shall not be below the rank of appointing authority for the promotional post for which the Selection Committee has been constituted.
One member of appropriate rank will be nominated by Head of Department and remaining members of the Committee shall be nominated by the Board as per the Government order existing at that time.
(c) Selection Committee shall submit the result of successful candidates, along with its recommendations to the Board. The Board shall Appointment Probation submit the list of selected candidates, along with its recommendations to the Head of Department. The list shall not exceed the notified vacancies.
(d) The Head of Department after approving the list shall send it to the appointing authority who shall issue the final orders for promotion.
(e) The final list of candidates selected for promotion, as approved by the Head of Department shall be displayed on the website of the Board and the Uttar Pradesh Police.
PART-6-APPOINTMENT, PROBATION, TRAINING, CONFIRMATION AND SENIORITY
19. (1) The candidates in the merit list forwarded by the Board shall be appointed in order in which their names appear in the list subject to their character being found satisfactory.
(2) Persons recommended for appointment through promotion under rule 18 by the Board shall be promoted in the order of their seniority in the feeder cadre at present rank:
Provided that a person promoted in previous selection shall be senior to person selected in subsequent selection:
Provided further that any person appointed before the commencement of these rules to a post described in G.O. No. 7252/VIII-A-04/66, dated September 06, 1966 in the five cadres described in G.O. No.
4907/VIII/650(4)/75, dated February 09, 1976 or in three cadres described in G.O. No. 1447/6-Pu-1-14-650(59)/02 TC, dated October 10, 2014 and working on that post on the date of commencement of these rules shall be deemed to have appointed substantively under these rules and such substantive appointment shall be deemed to have been made under these rules.
1[20 (1) Regarding matters of probation, a member of service substantively appointed on a post under these rules, shall be governed by the provisions of The Uttar Pradesh Government Servant Probation Rules, 2013, as amended from time to time.
(2) If it appears to appointing authority at any time during or at the end of the period of probation or extended period of probation that a probationer has not made sufficient use of his opportunities or has otherwise failed to give satisfaction, he may be reverted to his substantive post, if any, and if he does not hold a lien on any post, his services may be dispensed with.
(3) A probationer who is reverted or whose services are dispensed with under sub-rule (2) shall not be entitled to any compensation.
(4) The appointing authority may allow continuous service, rendered in officiating or temporary capacity in a post included in the cadre or any other equivalent or higher post to be taken into account for the purpose of computing the period of probation.]1 1- No. 17/2016/2791/6-pu-1-16-650(59)/2002 TC Dated: 19 Oct. 2016 (First Amendment) Training Confirmation Seniority Scales of Pay
21. (1) A person directly appointed or promoted to any of the posts mentioned in the cadre shall be required to successfully undergo such training in such institutions and in such manner as may be determined by the Head of Department.
(2) The Head of Department may determine such promotional or in service training courses to be undergone by the members of these services.
22. (1) Subject to the provisions of sub-rule (1) and (2) of rule 20 a person appointed under rule 17 shall be confirmed in his appointment at the end of the period of probation or the extended period of probation if-
(a) he has successfully undergone the prescribed training; and
(b) his work and conduct is reported to be satisfactory, and
(c) his integrity is certified.
(2) Where, in accordance with the provisions of the Uttar Pradesh State Government Servants Confirmation Rules, 1991, confirmation is not necessary, the order under sub-rule (3) of rule 5 of the said rules declaring that the person has successfully completed the probation shall be deemed to be the order of confirmation.
23. The seniority of persons substantively appointed to a post in the service shall be determined in accordance with the Uttar Pradesh Government Servants Seniority Rules, 1991 as amended from time to time with the restriction that the person appointed on the result of a previous selection shall be senior to the person appointed on the result of subsequent selection.
PART-7-PAY ETC
24. (1) The scales of pay admissible to persons appointed to the various ranks shall be such as may be determined by the Government from time to time.
(2) The pay scales admissible to various ranks at the commencement of these rules are as follows :- Rank Pay Band Grade Pay

25. (1) Notwithstanding any provision in the Fundamental Rules to the contrary, a person on probation, if he is not already in permanent Government Service shall be allowed his first increment in the time scale when he has completed one year of satisfactory service, has passed departmental examination and undergone training where prescribed and second increment after two years of service when he has completed the probationary period and is also confirmed:
Provided that if the period of probation is extended on account of the candidate failing to satisfy the appointing authority, such extension shall not count for increment unless the appointing authority directs otherwise.
(2) The pay during probation of a person who was already holding a post under the Government shall be regulated by the relevant fundamental rules:
Provided that if period of probation is extended on account of failure to give satisfaction such extension shall not count for increment unless the appointing authority directs otherwise.
(3) The pay during probation of a person already in permanent Government Service shall be regulated by the relevant rules, applicable generally to Government Servants serving in connection with the affairs of the State.
26. In regard to the matters not specifically covered by these Rules persons appointed to the services shall be subject to the various rules, regulations and orders made under the Police Act.
27. Where the State Government is satisfied that the operation of any rule, regulating the conditions of service of persons appointed to the service causes undue hardship in any particular case, it may notwithstanding anything contained in the rules applicable to the case, by order, dispense with or relax the requirements of that rule to such extent and subject to such conditions as it may consider necessary for dealing with the cases in just and equitable manner.
Nothing in these rules shall affect reservations and other concessions required to be provided for the candidates belonging to the Scheduled Castes, Scheduled Tribes and other special categories of persons in accordance with the law for the time being in force and the orders of the Government issued from time to time in this regard.
1[Appendix Procedure of Departmental Examination for Class IV Employees (See Rule-6(1)(A)(2))
1. All the eligible Group-'D' employees (Rule-6 read with Rule 10) shall be required to undergo Typing Test which shall be of qualifying nature.
2. All the candidates who are successful in the Typing Test shall be required to undergo a written examination of 100 marks. The candidates shall be required to obtain 35% marks in order to qualify the written test. The syllabus of the written Test will be decided by the Board in consultation with the Head of Department and notified along with the notification of vacancies. The merit list shall be prepared on the aggregate marks obtained in the written examination. If the two or more candidates secure equal marks, preference will be given to the candidates who are senior in the service, older in age and then in the order of the first letter of the English Alphabet of the first name as mentioned in High School certificate.
(3) The Board shall prepare a select list of candidates as per the merit keeping in view the total number of vacancies notified by the Board. The Board shall submit the list of selected candidates, along with its recommendation to the Head of Department.
(4) Head of Department will approve the list and send it to appointing authority who shall issue the final orders for promotion.
