Section 17: Powers and duties of the Secretary.

17. The Secretary shall be Chief Executive Officer of the Board and shall, subject to the superintendence, control and directions of the Board, be responsible for the execution of its decisions. He shall exercise such other powers and perform such other duties as may be prescribed by rules and in particular:-

(a) be responsible for the preparation of the estimates of accounts annual assessments of income and expenditure.

(b) be responsible for ensuring that all moneys allotted to the Board are spent for the purposes for which they are allotted ;

(c) be responsible for keeping the minutes of the meetings of the Board; and

(d) be entitled to be present at the meeting of the Board and take part in the proceedings, but shall have no right of vote.
