58. (1) The State Government may, by notification in the Gazette, make rules for carrying out the purposes of this Act.
(2) Without prejudice to the generality of the foregoing provisions, such rules may provide for all or any of the following matters, namely:-
(a) the manner of making proposal to establish a University and the application fees payable under sub-section (1) of section 4;
(b) other particulars to be contained in the Project Report under subsection (2) of section 4;
(c) other matters which are required to be, or may be, prescribed by rules under this Act.
