11. No civil court shall have jurisdiction to settle, decide or deal with any question or to determine any matter, which by or under this Act required to be settled, decided or determined by the District Fee Regulatory Committee or [the Divisional Self-Financed independent School Appellate Authority] or appropriate authority or any other officer or authority appointed or specified by or under this Act, and no injunction shall be granted by any civil court in respect of anything done or intended to be done in pursuance of any power conferred by or under this Act.
