(1) Before preparing any plan under Section 8 or 9 finally the Authority shall prepare a draft plan and publish a notice in such form and manner as may be prescribed, inviting objections and suggestions by such date being not less than thirty days from the date of the publication of the notice, as may be specified in the notice.
(a) The Authority shall also give reasonable opportunity to every local authority within whose local limits and land touched by the plan is situated to make any representation with respect to the plan.
(b) After considering all such objections. suggestions, and representations as may be received, the Authority shall finally prepare the plan and submit it to the State Government for Its approval.
(c) The State Government may either approve the plan without modification or with such modifications as it may consider necessary or reject the plan with directions to the Authority to prepare a new plan according to such directions.
