Transit charges of stamps and water marked paper, except postage and insurance charges on account of the transmission of stamps to, and of the sate proceeds of the same from, post office officials who have been appointed stamp vendors, should be apportioned in the proportion of three-fourths to general and one-fourth to court-fees.
