10. If a vacancy occurs in the office of the Chairman or of a nominated or coopted member, either by reason of his death, resignation, removal or otherwise, such vacancy shall be filled, as soon as may be, by the State Government or by the Council, as the case may be, and such Chairman or nominated or co-opted member shall hold office for a period not exceeding six months or till a duly nominated or co-opted member joins whichever is earlier.
