20. The Council shall have power to act, notwithstanding any Vacancy in the membership, or any defect in the constitution thereof, and the proceedings of the Council shall be valid notwithstanding that some person, who was not entitled to be a member had sot, voted or otherwise ta ken part in the proceeding of the Council.
