2. The Uttar Pradesh State Legislature Proceedings (Protection of Publication) Act, 1974 is hereby repealed :

Provided that such repeal shall not affect any proceedings, civil or criminal (whether pending immediately before the commencement of this Act or instituted or taken after such commencement) in respect of-

(a) any publication referred to in sub-section (1) of section 3 of the said Act, made before such commencement; or

(b) any report or matter broadcast, before the commencement by the means referred to in section 4 of the said Act, and accordingly, any such proceeding shall be disposed of as if the said Act had continued in force and this Act had not been enacted.
