The Sam Higginbottom Institute of Agriculture, Technology And Sciences (Formerly known as the "Allahabad Agricultural Institute") was established in the year 1910 as a Department of Allahabad Christian College (presently known as "Ewing Christian College"). In 1911, the Agricultural and Technical Departments of the college were shifted across the Jamuna River from Allahabad Christian College on a 264 acre of badly eroded land purchased for the purpose of Agricultural Institute. Presently, the Institute owns and holds about 600 acres of land. In April 1913, the Agricultural and Technical Departments were separated from the Arts and Science Departments of the Ewing Christian College under an independent budget. On August 24, 1916, a separate Council was constituted with the Principal of the College as its Ex- officio Chairman for the management of the Agricultural Department.
In November 1918, the Agricultural And Technical Department was delinked from the Ewing Christian College altogether and was named as "Allahabad School of Agriculture". On February 1, 1919, the School was re- christened as the "Allahabad Agricultural Institute" providing a wider scope for expansion, development and broad based educational management. For the purpose of Agricultural Education, Research and Extension, Health and Hygiene, Animal & Dairy Sciences, Engineering & Technology, the Institute purchased land about 600 acres in Jamunapar.
The Institute's foundation was laid by the Christian Churches and Organizations in India under the leadership of Dr. Sam Higginbottom (a missionary of Presbyterian Church, USA) with the belief that the improvement of Indian Agriculture is fundamental to all material and spiritual progress of the country. True success in life depends not only on the ability and technical training of the individual but even more on his/her moral character and attitude towards life. Through teaching and other Christian educational activities, the Institute tries to develop integrity, moral stamina and unselfish idealism in its students. It seeks to base its mode of life and activity on the teaching and example of Lord Jesus Christ and to persuade all men and women to do likewise.

24.00 Other Provisions 310 SHUATS 2021SHUATS 2021 The founder Christian leader received a command from LORD JESUS CHRIST to feed the hungry, and they followed it by undertaking transfer of technology mission to enable farmers to produce more food and achieve selfreliance. Dr. Sam Higginbottom believed that the Gospel must be preached with action, thus, he envisioned the Institute to take up a leading role in Agriculture, Technical, Industrial and Health Education to train peasants, extension workers, Agriculture graduates, and other rural young people under the vision of the Gospel and the Plough. Gospel preaching is first but it is not all of LORD'S Gospel, and a series of coordinate clauses give the other part of HIS Gospel as given in Mathew 10: 7-8 and stated in the book of "The Gospel and The Plough" of Dr. Sam Higginbottom, "Heal the sick, cleanse the leper, raise the dead, cast out devils, freely ye have received freely give". Dr. Sam Higginbottom states that there are thirtysix miracles recorded in four Gospels, and twenty-eight tell of healing sick, raising to life, giving sight to the blind, feeding hungry, casting out demons.
Thus, the Institute started its ministry through preaching of Gospel with action, i.e. Preaching, Healing and Deliverance.
Gospel in action was brought by initiating programmes such as blind school, leper asylum (that impressed Mahatma Gandhi the most - Ref.
autobiography of Dr. Sam Higginbottom), imparting instructions and training in Agriculture tools and implements, manufacture & repairs; modern Dairying; canning, preservation and drying of fruits and vegetables; sugar making; oil pressing; Tanning; Rope making; Home Science, Women and Child Development, Health Education and Sanitation for Rural men, women and children. Thus, the vision "The Gospel and The Plough" expresses itself through sharing of good news of salvation to all mankind and sharing of Technical/Agricultural/and other knowledge with the peasants/farmers and poor people to relieve them of material poverty.
The Institute continues to work under this vision and carries out all actions of Gospel for the glory of God and expansion of the Kingdom of LORD JESUS CHRIST on earth. Dr. Sam Higginbottom in his autobiography explicitly expounded that the Church has to play a major role in working out salvation for all mankind. He states that "It was the Church that was pioneer in education and organised medicine, and it was only after the Church has shown the way that the State began to realise that here were fields of service which had become of indispensable value to the community as a whole. It was within the Church that, as an application of the Gospel, the Agricultural Institute at Allahabad originated, and had there been no Church at work in the world, there would have been, humanly speaking, no Institute".
Further, in his book "The Gospel and The Plough" he very humbly mentions his faith that it was never possible for him to do anything without Christ. The words are quoted below:
"Once I was asked to give address to a company of students to answer the question - Is not such work as yours capable of being carried on without the religious, Christian motive?" "Can not a person who does not believe in Jesus Christ as the world's only Saviour do such work?" I had to answer that I was a poor one of whom to ask such a question for I had never tried to do my work apart from religion.
My work I take to be the expression of the fact that I believe God. I had always done it believing that it was God's Will for me and I could do nothing else. I am satisfied that the religious motive must be present, that Jesus is the only one who can supply the continuing power to carry on through all circumstances and all the time. A number of Church and Christian missionary organizations had combined to furnish cooperative and inter-denominational support and direction to the Institute which thus stands as a symbol of unity and goodwill in Christ".
In October 1923, a Board of Directors was constituted (in the name and style) "The Allahabad Agricultural Institute". At a meeting of the Board on April 28, 1931, a committee was appointed to consider the modalities for continued cooperation with Ewing Christian College. On September 4, 1931, a proposal was considered to bring the Institute and Ewing Christian College under the Board of Directors of Allahabad Christian Colleges. Thereafter, a joint meeting of the Boards of Management of both, the Institute and other Christian colleges was held on April 23, 1934, for the first time. That meeting approved a new constitution for the Allahabad Christian Colleges for a trial period of three years; this meeting later became the first meeting of the Board of Directors of the newly constituted Allahabad Christian Colleges of which the Institute remained a constituent unit.
In November 1947, the Institute was brought under an independent Board of Directors which was sponsored as an Ecumenical body by a number of Churches and Christian missions in India called "Board of Directors of the 2 3 SHUATS 2021SHUATS 2021 Allahabad Agricultural Institute". On August 25, 1950, "Board of Directors of the Allahabad Agricultural Institute" was registered as a Society under the Societies Registration Act 1860. Since then, the Institute continued to function as a Christian Educational Institution of national stature.
In the year 1984 the "Board of Directors of the Allahabad Agricultural Institute", reorganized its structure for better Professional Administration of the Institute. The Constitution of the "Board of Directors of the Allahabad Agricultural Institute" was amended in the year 1984, and a post of Director was created as Executive Head of the Institute. The first Director appointed by the Board was Dr. D. Sunderesan (Former Director of National Dairy Research Institute, Karnal - An Alumnus of AAI). Dr. Sunderesan brought out thoughts (i) to establish a Krishi Vigyan Kendra (KVK) at Allahabad, and (ii) to obtain Deemed University status for AAI. The matters related to Deemed University Status were discussed in faculty meetings, but it was heavily opposed. Sudden death of Dr. D. Sunderesan in 1985, was a steep fall from rising trend. The Agriculture Institute went through a big administrative and economic crisis. Even to disburse salary, they had to sell some precious land of the Institute.
In the year 1994, and again in 1997, the "Board of Directors of the Allahabad Agricultural Institute" felt need for amendments in the Constitution of the Institute in order to promote a broad spectrum of Agricultural Education and Rural Development on the pattern of Professional Educational Institutions, under the vision of Christian Churches and Organizations in India. Thus, accordingly the Board of the Institute amended its Constitution for the overall development of Rural India under the vision of "The Gospel and The Plough".
Dr. Sam Higginbottom wrote in his own words that for fifteen years the Agricultural Institute at Allahabad was like a football dribbled up and down the field between the two departments (Higher Education Department and Agriculture Department) without scoring a goal. It was around the year 1920 that Dr. Higginbottom succeeded in obtaining the grant from the Minister of Agriculture United Provinces. It was very unfortunate that in the year 1968 the Institute was spontaneously transferred from the Department of Agriculture to Department of Higher Education for the purpose of grants whereas the Higher Education did not have norms for giving grants to Agriculture Institute such as ours and therefore, the Institute suffered a financial setback for a very long period of time.
In the year 1992, Dr. Rajendra B. Lal was appointed as Director and he initiated correspondence and constant pursuance with the U.P. Government that AAI should be transferred to its parent Department (Agriculture) for the purpose of Grant-in-Aid. By the grace of our Lord Jesus Christ it became possible in the year 1997, that the Government of U.P. accepted our request and on the recommendation of Director of Higher Education, Govt. of U.P., Secretary, Higher Education, Govt. of U.P., Minister of Higher Education, Govt. of U.P., Secretary, Agriculture, Govt. of U.P., Principal Secretary, Finance and the Minister of Agriculture, Govt. of U.P. and with the approval of Chief Minister and Hon'ble Governor of U.P., a G.O. was issued on 21st October, 1997 transferring AAI under the Department of Agriculture, and the Institute is now receiving grants according to Agriculture norms from the Department of Agriculture through G.O. No. 3287/12-8-97-900[7]/94 dated 21st October,
1997.
In order to obtain more academic freedom and to strengthen the specialized programmes of Teaching, Research and Extension, a proposal was submitted to the Ministry of Human Resource Development, Govt. of India by the Director, Dr. Rajendra B. Lal on 31st August 1994, for grant of Deemed University Status to the Institute. For the purpose of Deemed University, State Government of U.P. issued No objection vide G.O. No. 2398/ 12-8-96-900[7]/94 dated 16th October, 1996 (ANNEXURE-I) and another G.O.
No. 2028/12-8-97-900[7]/94 dated July 17th, 1997 (ANNEXURE-II) and final G.O. No. 942/12-8-98-900[7]/94TC dated 30th May 1998 (ANNEXURE-III), recommending to UGC for Deemed University Status. These G.O.s were submitted to the UGC and Ministry of HRD, Govt. of India.

Singh, Dean, College of Agriculture, Himanchal Pradesh Krishi Vishwavidyalaya, Palampur, Prof. L.V. Pingale, College of Agricultural Engineering, Mahatma Phule Krishi Vidya Peeth, Rahuri, Mr. Gurcharan Singh, Deputy Secretary, UGC, New Delhi, visited the Institute. It was encouraging to learn about the report submitted by the visiting team to the commission that the Institute has all infrastructural and academic merit for grant of deemed to be University status.
It was on July 29th, 1997 that the Full Commission of UGC recommended finally to the Ministry of Human Resource Development, Govt. of India, the conferring of Deemed University Status to Allahabad Agricultural Institute, as a fulfilment of the vision received by Prof. (Dr.) R. B. Lal in the Book of Haggai 2:6 -9, which is written on the walls of the Administrative Building of the Institute (received at AAI in the year 1995):
"For thus saith the LORD of hosts; Yet once, it is a little while, and I will shake the heavens, and the earth, and the sea, and the dry land; And I will shake all nations, and the desire of all nations shall come: and I will fill this house with glory, saith the LORD of hosts. The silver is Mine, and the gold is Mine, saith the LORD of hosts. The glory of this latter house shall be greater than of the former, saith the LORD of hosts: and in this place will I give peace, saith the LORD of hosts."
In January 2000, after pursuing the case of Deemed University for almost five years, the U.G.C. re-examined our proposal as per new guidelines
(1999) because the proposal was submitted in the year 1994 and by 1999, the U.G.C. revised its guidelines, thus our proposal had to be re-examined.
"For the revelation awaits an appointed time; it speaks of the end and will not prove false. Though it linger, wait for it; it will certainly come and will not delay." (Habakkuk 2:3) This message encouraged Dr. Lal, gave him much more strength and he continued his relentless efforts and again received the word from the book of Romans 8:28 :- ANNEXURE - III 8 9 SHUATS 2021SHUATS 2021 "And we know that all things work together for good to those who love God, to those who are the called according to His purpose."
Further, Dr. Lal believed and found the word of God true as it was with Dr. Sam Higginbottom so it shall be with him, Isaiah 54:17, "No weapon formed against you shall prosper, And every tongue which rises against you in judgment You shall condemn. This is the heritage of the servants of the Lord, And their righteousness is from Me, "Says the Lord."
Dr. M. M. Joshi, Hon'ble Minister of HRD (who hails from Allahabad) knows about the Institute very well and he has been very positive of all the developments. Dr. Joshi assured the Director, Dr. Lal that as soon as U.G.C. submits its report, he will do his job. The U.G.C. reviewed our proposal and submitted its recommendation stating that the proposal of AAI for Deemed University Status had been examined under old guidelines that existed from 1994-97 and its case had been recommended by U.G.C. for Deemed University Status on the basis of academic merit. However, the proposal was re-examined as per the revised guidelines and the Institute fulfilled all the requirements for Deemed University Status in accordance with the revised guidelines also. In fact, our case became very strong. The faithful people of God prayed without ceasing. On 4th March 2000, the faculty of AAI felicitated Dr. Lal on his birthday and then he spoke of the vision that it shall be accomplished soon, as the LORD gives the vision, he shall also make provision.
And finally on 15th March 2000, when the sun of the blessed day was at its peak the prophecy (Haggai 2:6 -9) became the reality. The LORD chose His humble servant Mrs. Sudha Lal [wife of Prof. (Dr.) R. B. Lal] to first receive the good news from the Ministry of HRD that the Minister of HRD has approved the proposal for declaring Allahabad Agricultural Institute as Deemed to be University with immediate effect. Later, Prof. (Dr.) R. B. Lal who was in Delhi that day and was praying continuously for this noble cause, was informed by his wife. He reached the Ministry Office and received the notification by 5:00 p.m. on 15th March 2000. Dr. Lal stated that Dr. M. M. Joshi proved himself a man of his word, meaning, what he says he also does.
On 16th morning Dr. Lal arrived in Allahabad and kept this news confidential but asked the Registrar Er. A.K.A. Lawrence to call all the Staff and Students for thanksgiving prayer at 2:30 p.m. in HED lawns. At 3:00 p.m., Dr. and Mrs. Lal arrived at HED lawns and after praise and worship, Pastor Thomas Lahti spoke the word from Book of Nehemiah saying that Dr. Lal is like Nehemiah for the Institute. Dr. Lal spoke from Deuteronomy, 8 and gave several warnings like Moses when we receive abundant blessings and after giving all thanks and glory to LORD JESUS CHRIST he said, Zech. 4:6-9 :- "So he said to me, "This is the word of the LORD to Zerubbabel: 'Not by might nor by power, but by my spirit,' says the LORD Almighty. "What are you, O mighty mountain? Before Zerubbabel you will become level ground.
Then he will bring out the capstone to shouts of 'God bless it! God bless it!"
Then the word of the LORD came to me: "The hands of Zerubbabel have laid the foundation" of this temple; his hands will also complete it. Then you will know that the LORD Almighty has sent me to you."
Then Dr. Lal broke the news by reading Government notification, which states as follows:

(A K Chaturvedi ) Under Secretary to the Government of India 12 13 SHUATS 2021SHUATS 2021 Each and everyone praised GOD for this great miracle and blessing to the whole Christian community in India. The Chairman Dr. Mani Jacob was informed by fax as he had gone to Atlanta to attend the Annual Assembly of the Association of Presbyterian Colleges in U.S.A. as a special invitee and he called Dr. Lal, congratulated and blessed him and hailed the elevation of the Institute to Deemed University Status as a historic moment.
It is relevant to record here the constructive role by Dr. Mani Jacob in the growth and development of the Institute. He visited the campus first in 1972 to organize a Training Course for College Principals on the campus and also met the then Principal Dr. J. B. Chitambar and Chairman Dr. C. M.
Chatterjee. In the seventies he started attending the Board of Directors meeting. Through the All India Association for Christian Higher Education, he provided substantial funds for the library, the Vikasini Centre for Women's Development and sports stadium development projects. From 1991 onwards he was the Vice-Chairman of the Board and later was elected Chairman. He assisted Dr. Rajendra B. Lal in pursuing the vision of Deemed University until the status was conferred on the Institute on 15th March 2000. From that date he has been the Chancellor of the Deemed University also. His dream is that the Institute will become a "Green University", a "Centre for Food Security" at the International level and "God's own University".
In accordance with the Board action BD 99-18 dated 29-01-1999, the Chairman Dr. Mani Jacob in his capacity as first President of the Deemed University issued appointment/re-designation letter to Dr. R. B. Lal as first Vice Chancellor of the AAI Deemed University with effect from 15th March
2000. The pastors, students and staff felicitated him on his assumption of office as Vice Chancellor. During the thanksgiving service held on 16th March 2000 he was anointed by all present to hold this new responsibility, especially by Prof. Solomon J. Singh, former Director and Principal of the Institute. Dr. Lal placed on records, the constant support, guidance, and encouragement provided by Dr. Mani Jacob as Chairman of the Board and as General Secretary of All India Association for Christian Higher Education.
Special appreciations were also mentioned for Dr. J.A. Oliver, Vice-chairman of AAI Board and representative of National Council of Churches for his continuous support and guidance. He also expressed his sincere gratitude to all members of the Board of Directors for their guidance, support and encouragement. On 18th September 2003, the Allahabad Agricultural Institute - Deemed University was admitted to the membership of the International Association of Universities, France.
Further, the National Assessment and Accreditation Council (NAAC) an Autonomous Institution of the University Grants Commission, in the year 2005, Accredited Allahabad Agricultural Institute- Deemed University with B++ Level (80-85%) (ANNEXURE-IV).
After five years again, the National Assessment and Accreditation Council (NAAC) Peer Review Team visit the Deemed University in the year 2012, and accredited with 'A' Grade, vide Letter No. NAAC/DS/RK/65EC-2/2013 Dated October 26, 2013. The Task Force of Ministry of Human Resource Development, Govt. of India evaluated the Deemed University and placed it in 'A' Category Institutions, letter No. F.No.9-26/2009-U3(A) (Vol.5) dated 4thMarch, 2014 ANNEXURE - IV 16 17 SHUATS 2021SHUATS 202118 19 SHUATS 2021SHUATS 2021 The Institute was also admitted to the Membership of the Association of Indian Universities (AIU), Indian Agricultural Universities Association (IAUA).
The University started the Distance Education Programme with a view of providing education through Non-Formal approach to the needy and unreached. The study Centers were established exactly on the pattern of IGNOU for the purpose of academic counselling and Training.
The Allahabad Agricultural Institute-Deemed University started its Distance Education Programmes in the year 2002; in pursuance of the letter of the Chairman, University Grants Commission dated 28-08-2001, The Institute also obtained the No Objection Certificate from the State Government of Uttar Pradesh for starting Distance Education Programme.
In March / April 2003 the University Grants Commission issued Guidelines for running Distance Education Centres. All the Universities were required to apply for one-time Ex-Post- Facto approval within six months. In accordance with these guidelines the University applied for approval from the UGC/DEC.
An "Expert Committee" consisting of Dr. Punjab Singh, Ex-Director General, Indian Council of Agricultural Research (Vice Chancellor, Banaras Hindu University) visited the Directorate of Distance Education and the Study Centers of the University.
The UGC had issued a circular dated 23/08/2005 wherein the AAI-DU appeared to be in the array of the Universities/Institutions imparting unrecognized courses. The Circular had spread unrest among the students enrolled in the DDE Programmes.
The Vice Chancellor Most Rev. (Prof.) Rajendra B. Lal, decided to leave no stone unturned to safeguard the future of the students. The Vice Chancellor approached the Ministry of Human Resource Development for grant of approval and consequently a Committee appointed by the Ministry of Human Resource Development, Government of India visited the University on 21st Nov 2005.
This Committee was constituted on the fresh representation of the University.
The committee comprising of Sri Sunil Kumar, Joint Secretary, Higher Education,(Chairman),Sri Ravi Mathur, Joint Secretary, (T), (Member), Prof.
Ved Prakash, Secretary, UGC, (Member).
Thereafter, an Expert Committee was constituted by the UGC comprising of Members Prof. K. Ramamurthy Naidu (U.G.C- Member Commission), Dr.
D.S. Chauhan (U.G.C- Member Commission),Dr. Vidya Yervdekar (U.G.C- Member Commission), Prof. R.K. Kale and Shri S.C. Chadha, Dy. Secretary (Member Secretary). The Expert Committee visited the University on 26-29th September 2006 and assessed the infrastructure and Delivery mechanism of the DDE.
Again, in the month of February 2007 a separate "Scrutiny Committee" was constituted by the UGC to verify the documents submitted by the Institute and the eligibility criteria etc. followed by the University for Admission.
The problem of recognition of Distance Education by IGNOU/DEC became complicated and simultaneously the Governor of Uttar Pradesh ordered closure of the Distance Education Programmes of Five State Universities. This further deepened the chaos and confusion among the students, parents and Govt.
Agencies. The Vice Chancellor was left with the onus of full responsibility regarding Distance Education.
Most Rev. (Prof.) Rajendra B. Lal, faced this crisis only with the wisdom, power and strength of the Holy Spirit to support him. He mobilized all his resources, kept fasting and praying for days and with Lord Jesus by his side, surpassed all legal battles. With full determination he pursued the matter with regard to the approval of the Distance Education Programme with the MHRD, UGC and DEC.
The Chancellor, Dr. Mani Jacob looked into the matter personally and despite his ill health, he pursued the matter with the Distance Education Council and the Govt. of India while providing guidance and support to the Vice Chancellor.
Finally, efforts gave fruits and vide communication-bearing reference No.
F.No.DEC/A-200/06, dated 29/08/2007 (ANNEXURE-V) the Distance Education Council accorded Ex-Post Facto approval to the Programmes being offered by the Directorate of Distance Education- AAI-DU. The Ex-Post Facto approval was granted for all the Programmes that were being offered by the Directorate of Distance Education from the Academic year 2002 to 2005.
It is the persistent efforts of the Vice Chancellor Most Rev. (Prof.)
Rajendra B. Lal that the University was able to face this crisis and come out of it unaffected.
Vide communication dated 03/09/2007 bearing Ref. no. F.No. DEC/ Univ/State/ 07/5738 (ANNEXURE-VI) the DEC has granted provisional recognition for offering programmes through Distance Education mode for a period of one Year i.e. up-to June 2008.
20 21 SHUATS 2021SHUATS 2021 The Joint Committee of the Distance Education Council, University Grants Commission and All India Council for Technical Education, New Delhi visited the University on 31st July, 2008 for the purpose of granting permanent recognition to the Distance Education Programmes being offered by the Directorate of Distance Education, Allahabad Agricultural Institute - Deemed University, Allahabad. The proposal is under process. In the mean while, vide communication dated 15-10-2008 bearing reference No. DEC/AAI-DU/UP/ 08/14287 (ANNEXURE-VII) the Distance Education Council communicated that the Allahabad Agricultural Institute - Deemed University has been granted continuation of provisional recognition till such time the Joint Committee decides on the application for permanent recognition.
The Joint Committee of UGC-AICTE-DEC, visited the University on the 6th and 7th of February, 2009, for the purpose of recognition by the Distance Education Council.
On 08-09-2009, the Distance Education Council communicated that Joint Committee (UGC, AICTE, and DEC) recommendations were approved by the Council, vide Letter No. F.No. DEC/Recog/2009/3159 dated 08-09- 2009 (ANNEXURE-VIII). Now the Allahabad Agricultural Institute-Deemed University runs programmes which are approved by the Distance Education Council (copy of letter follows), based on the recommendations of the Joint Committee of UGC-AICTE-DEC.

In the year 1980, the State Government of Uttar Pradesh issued an order No. 4894 15 80(11) dated 12th September, 1980 recognizing Allahabad Agricultural Institute as a Christian Minority Educational Institution within the meaning of Article 30(1) of the Constitution of India. Further, the U.P. Higher Education Service Commission vide order No. 250/258/83 84, dated 24th May, 1983 also recognized, Allahabad Agricultural Institute as Christian Minority Educational Institute. In the year 1984, a Misc. W.P. No. (17338 of 1984) was filed that challenged the Constitution (Memorandum and Articles of Association) of the Board of Directors of the Institute and appealed for quashing the order of U.P. Government which had declared Allahabad Agricultural Institute as Minority Institution. The petitioner also contended that for amendment of the Memorandum and Articles of Association, the permission of the State University/Government was required under statute
13.05. The Division bench of the Hon'ble High Court of Allahabad gave the judgment, in the Misc. W.P. No. 17338 of 1984, decided on April 26, 1985, J.C. Reddy Vs State of U.P. and others. The relevant portion of the judgment is quoted herebelow:
Para 22 "The Agricultural Institute is a Minority Institute and is entitled to the benefit of Article 30 of the Constitution and Statute 13.05 will not affect the right of Minority Institution to have its own rules regarding Constitution of Board of Directors".
This means, prior permission of government/ university is not required for making amendments in the Constitution of the Board of Directors of the Allahabad Agricultural Institute which is a Christian Minority Institution within the meaning of Article 30(1) of the Constitution of India.
Para 30 "We are unable to accept the contention of the learned Counsel for the petitioner, that Government order dated 12th September 1980 recognizing Agricultural Institute as a Minority Institution should be quashed. As he has placed reliance on the Articles of Association in supersession of the Statutes on the ground that Agricultural Institute is a Minority Institution, he cannot be allowed to challenge the recognition of the Agricultural Institute as a Minority Institution. Apart from this, the Agricultural Institute is admittedly an educational Institution run by Christians who are a Minority Community and has been rightly recognized as a Minority Institution".
30 31 SHUATS 2021SHUATS 2021 Again, in the year 1990, on 4th January 1990, a Civil Misc. W.P. No.
7665 of 1979 was decided by the Division Bench of Hon'ble Chief Justice K.
C. Agarwala, and Hon'ble Justice R. A. Sharma. The judgement of the Hon'ble High Court of Allahabad is quoted herebelow:
"The controversy involved in this petition is as to whether Allahabad Agricultural Institute, Naini is a Minority Institution and is entitled to be treated as such. This has been decided by a Division Bench of this Court in J.C. Reddy Vs. Allahabad Agricultural Institute, Naini (1986 U.P.L.B. and EC 544), we respectfully agree with that view and dispose of the Writ Petition holding that Allahabad Agricultural Institute, Naini is a Minority Institution".
In the year 1991, the Executive Council of the University of Allahabad recognized the Institute as a Post Graduate Professional Institute vide resolution No. 172, dated 23 11 91. The resolution is quoted herebelow:
"(82)The Council considered the letter dated 23.06.83 of the Manager, Allahabad Agricultural Institute, Naini, Allahabad requesting that the Institute be given the status of an Associated Professional Post Graduate Institution alike M.L.N. Regional Engineering College, Allahabad so that the Institute gets all such facilities as are given to professional Institutions.
It was resolved that the proposal of the Manager, Allahabad be accepted and the Institute which is a Minority Christian Institute be given the status of an Associated Professional Post Graduate Institution alike M.L.N. Regional Engineering College, Allahabad.
On December 7, 1991, a five Judge Bench of the Hon'ble Supreme Court of India gave decision on the Civil Appeal of AAI No. 1831 41 of 1989, and Civil Appeal No. 1786 and 2829 of 1989. The appeal of AAI against the Allahabad High Court judgment was allowed modifying judgment of the High Court and the major findings of the judgment as applicable to this Institute are given herebelow:
(1) That the Allahabad Agricultural Institute was accepted/upheld as Minority Professional Institute.
(2) That under Article 30(1) of the Constitution of India, the Institute being a Government aided Christian Minority Institution, the Allahabad Agricultural Institute is entitled to prefer candidates belonging to Christian community to maintain the Christian Minority character of the Institute subject of course to conformity with the University Standards. According to this 32 33 judgment, the admission of Christian candidates to all programmes of study should not exceed fifty percent of the annual admission and remaining fifty percent should be made available to other communities purely on merit basis.
Since then the Institute is framing its admission policy on the basis of the Hon'ble Supreme Court order.
Ever since its establishment in 1910, this Institute has been functioning as a National Professional Institution under the administration and control of Christian Churches and Christian organizations in India.
Further, The Government of India, Ministry of Human Resource Development has vide D.O. No. F.20-71/2005-U.3 dated 21st December 2005 (ANNEXURE-IX) clarified that in terms of the provision under Article 30(1) of the Constitution of India, the AAI-DU is a Minority Institution which has been further verified by The National Commission For Minority Educational Institutions, in Case No. F. No. 306 of 2005 dated 11th July 2006 the operative portion reads as under:
"Learned counsel for the petitioner has filed a photocopy of the letter dated 21.12.2005 of Dr. D.K. Paliwal, Deputy Educational Advisor, Ministry of Human Resource Development, Department of Secondary & Higher Education, Government of India addressed to the Vice Chancellor of the petitioner institute, Para No. 2 of the said letter is relevant for our purpose, which is as under:
A bare reading of the said communication makes it clear that the Government of India has unequivocally recognized that the petitioner institute is a minority institution, and as such it is covered under Article 30(1) of the Constitution.
In this view of the matter, there is no need to confirm the said declaration made by the Government of India. The petition is disposed of accordingly" On the basis of above mentioned communication the University Grants Commission has vide letter dated 28th April 2008 bearing reference No. F.1- 5/2007(CPP-II) clarified that the Ph.D. is a Degree specified by the UGC under Section 22 of the UGC Act - 1956. The Allahabad Agricultural Institute being a Deemed University under Section - 3 of the UGC Act - 1956, is entitled to award Ph.D. in Theology and the degree of Ph.D. in Theology awarded by it is a valid degree.
SHUATS 2021SHUATS 202134 35 ANNEXURE - IX lR;eso t;rs SHUATS 2021SHUATS 202136 37 CHANGE OF NAME OF THE INSTITUTE Dr. Sam Higginbottom was born on October 27, 1874 in Manchester, England and Higginbottom was soon christened "Sam" and not "Samuel" as many people addressed him. The father's name of Sam Higginbottom was Samuel Higginbottom, a Manchester coal merchant. Dr. Sam Higginbottom arrived in Calcutta on November 10, 1903. Higginbottom was invited to attend a meeting of North India Mission of Presbyterian Church at Ludhiana (Punjab) in later part of 1903. Upon reaching Ludhiana, Higginbottom expected that the Mission would assign him Dr. Forman's work among the mass movement in Etah (U.P). The location committee requested him to go to Allahabad in the Ewing Christian College to teach Economics and Biology for which they needed a teacher urgently.
However, Sam Higginbottom protested because he wanted to go to Etah, U.P. for Church Evangelical work. Since he was committed to the Church, he accepted unwillingly to go and work at Allahabad in the Ewing Christian College. While working at Ewing Christian College and teaching Economics and Biology, Higginbottom visited the neighbourhood villages. As he became familiar with the villages around Allahabad, he was concerned about the ancient system of Agriculture which contributed to low productivity and poverty. The young missionary was disturbed by the gulf between the - urban centered Christian community and the masses in the rural areas. For many months he reflected on the Christian neglect of the villages. By the end of his term he had resolved to attempt to bridge the gulf by establishing a Christian Agricultural School. Higginbottom envisioned a School that would educate village boys, introduce improved agricultural methods, and cooperate with local farmers in meeting their practical agricultural problems. This became the foundation of Allahabad Agricultural Institute in the present site. In the year 1910 a department of Allahabad Christian College for teaching agriculture and technology courses was established and shifted to the present site across the Yamuna river on a 264 acres barren land purchased for the purpose of Allahabad Agriculture Institute. In November 1918, a department of Agriculture and Technology was separated from Ewing Christian College and it was named as "Allahabad School of Agriculture". On February 1, 1919, the school was rechristened as "The Allahabad Agricultural Institute". In the year 1992, a man from Etah named Prof. (Dr.) Rajendra B. Lal (whose father was a result of old mass movement in which Sam Higginbottom was deeply SHUATS 2021SHUATS 2021 interested) joined as Director of Allahabad Agricultural Institute. He holds graduate and Master's degree in Agronomy from Allahabad Agricultural Institute (Allahabad University), Ph.D. from Kanpur University and Ph.D. Soil Science from Kansas State University, USA. He is also a Post-Doctoral Fellow in Environmental Sciences from Kansas State University, USA, and thereafter joined Allahabad Agricultural Institute and started a department of Soil and Environmental Sciences in June 1991 (after his return from USA). The Lord led him to submit a proposal for Deemed University status in the year 1994.
He pursued the matter with the State Government and Central Government and finally the University Grants Commission sent its team for inspection in the year 1997. A group of teachers and non-teaching staff strongly opposed the move of Institute becoming a Deemed University. However, University Grants Commission did not find any substance in their protest. Thus, the Institute was declared as Deemed University on 15th March, 2000 by the Central Government through notification F. 9-26/94-U.3.
The Institute applied further for change of name and the Central Government considered the Institute to write as follows:
"Allahabad Agricultural Institute - Deemed University" vide letter no. F. 34-7/2000-U.3, Ministry of Human Recourse Development, Department of Secondary & Higher Education, Government of India.
(ANNEXURE-X) 38 39 ANNEXURE - X SHUATS 2021SHUATS 2021 Since Allahabad Agricultural Institute-Deemed University is completing 100 years of service to India and 100 years of the arrival of Sam Higginbottom is already over in 2003, at Ewing Christian College, Allahabad, the Vice Chancellor Rev. (Prof. Dr.) Rajendra B. Lal proposed that the founder Dr. Sam Higginbottom should be honoured by naming Allahabad Agricultural Institute in his name. Thus, a proposal was submitted to the University Grants Commission and Government of India for renaming Allahabad Agricultural Institute-Deemed University as "Sam Higginbottom University of Agriculture, Technology and Sciences" but the Ministry of Human Resource Development, Government of India issued an order that no institution which is Deemed to be University should write the word University independently. Thus, it was proposed that we should ask the government to notify the following name:
"Sam Higginbottom Institute of Agriculture, Technology & Sciences" (A Deemed University under Section 3 of UGC Act, 1956) The Government of India considered our request and approved the change of name vide its Letter No. F. 13-7/2008-U.3.A dated 22nd September 2009 (ANNEXURE-XI) in the following format:
"Sam Higginbottom Institute of Agriculture, Technology & Sciences (Formerly Allahabad Agricultural Institute) (Deemed-to-be-University)" 40 41 ANNEXURE - XI SHUATS 2021SHUATS 202142 43 SHUATS 2021SHUATS 2021 Out Standing Contribution of Late Dr. Mani Jacob (1943-2011) Former Chairman, Sam Higginbottom Educational and Charitable Society and Chancellor, Sam Higginbottom Institute of Agriculture, Technology and Sciences, Allahabad Dr. Mani Jacob was born on 28th August 1943 in a very simple and God fearing, family in Kottayam, Kerala, India. Being a brilliant student and obedient son of the family, he received Dr. A. M. Varkey Memorial Gold Medal from University of Kerala for obtaining 1st rank in the B.A examination. After his M.A in English Language and Literature, he received his doctoral degree in Education from the M.S. University, Baroda in the year 1989 for his study of "Educational Innovations in Higher Education". Thereafter, Waynesburg College, Pennsylvania, USA conferred honorary degree of "Doctor of Humane Letters" on him in recognition of his lifetime service to higher education.
Further on 4th July, 2009, Karunya University, Coimbatore honoured him by an Honorary Doctorate Degree for his services to education and society.
Dr. Mani Jacob started his career as Lecturer in English at St. Xavier's College, Trivandrum in the year 1965. He became Deputy Secretary of All India Association for Christian Higher Education (AIACHE) in 1970 and from 1991 onwards he served as General Secretary of the Organization till he breadth his last. He had served Sam Higginbottom Educational and Charitable Society, Allahabad as the Chairman and also the Chancellor of Sam Higginbottom Institute of Agriculture, Technology & Sciences - Deemed to be University (SHIATS) since 2000. He had been a rock like support to the Vice Chancellor, SHUATS, Rev. Prof. (Dr.) Rajendra B. Lal, who developed this pioneer Institution from a traditional Institute to a multi-faculty University serving the nation with its mandate: Professional Teaching, Advanced Research and Effective Extension work. Dr. Jacob always encouraged and provided reinforcement to the enterprising projects of the university and made them prosper and successful. His rich experience in higher education had opened avenues for the University to expand by installing new Schools and Departments with modern facilities and various academic support units. In appreciation to his services, University administration and management has named College of Biotechnology on his name as "Jacob School of 44 45 Biotechnology and Bioengineering" and the same school building is named as "Jacob Bhawan".
He was always committed to provide equal right of education to every youth, regardless of economic or social status and did not discriminate on the basis of gender, age, race, handicap, marital or parental status, color, or national or ethnic origin. Despite the University's nationally recognized growth, he was committed to offer the highest level of education and service to our students. Dr. Jacob, all the time, encouraged University administrators, faculty members, non-teaching staff and students to undertake challenges; to think and question on a critical and analytical level; to develop a momentum for lifelong learning; and to use the knowledge attained to fulfil their aspirations.
He had also served in various capacities within AIACHE and outside.
Within AIACHE, he was holding positions such as Director, Centre for Peace and Environmental Education, Chairperson, Vikasini, Centre for Women's Development, Director, Research and Development Cell and Director, Centre for Value Education and Cultural Development. He was also serving as Member, Standing Committee of the National Monitoring Committee for Minorities Education, Government of India. He was also the Founder Secretary General of International Forum of Associations of Christian Higher Education (IFACHE), which is a unique coordinating agency for all Associations of Church-related higher education in various countries. Dr. Mani Jacob had been the Editor of various publications like "New Frontiers in Education", "VIKASINI", "AIACHE Newsletter", "Handbook on Child Labour", "Directory of Church-related Colleges in India", "Resource Book on Value Education", "Judgments on Minority Educational Rights", "Documentation on Women's Concerns" and "Autonomous Colleges: History, Performance and Future".
Dr. Mani Jacob had visited 28 countries, which include USA, UK, Germany, Brazil, Philippines, Israel etc., to attend International conference and present his views on social, religious, human rights and educational issues. He had served as Member of numerous Committees and Governing Bodies of highly reputed National and International Organizations, which include UGC Committees on Welfare of Minorities and SC/ST, New Delhi; National Assessment and Accreditation Council, Bangalore; Working group on Empowering Minorities; International Education Council, USA etc.
SHUATS 2021SHUATS 2021 Dr. Mani Jacob was conferred with various "Awards of Excellence" for the distinguished service to the cause of higher education in India during the last 39 years. He also received "International Award for Distinguished Service to Higher Education" presented at Bethlehem University.
During the last ten years as Chancellor, Dr. Jacob developed special interest for animal life and environment. He regularly visited Live Stock units i.e. Piggery, Poultry, Cattle Units and encouraged staff and students for better care for animals and plants.
He initiated various programmes and activities related to "Tribal Education", "Study and Service Abroad - Linkages and Cooperation for a global Society", "Non-formal Education Project for drop-out girl children and illiterate women". He had been assisting the Tibetan, Sudanese and Burmese refugees in India by facilitating the college education to their boys and girls in the Colleges in India. He had also been actively involved in Gender Justice, Human Rights, Child Labour, Right of Minority Community and Interfaith activities for nearly four decades. During the last days of his life, he was getting treatment at St. Stephen Hospital, New Delhi and took his last breathed on 26th July 2011.
We fondly remember the inspiration by an effective teacher and leader, who had guided this University to achieve its vision and objectives. He was an advocate of Lord's love, positive social responsibility and good global citizenship, and always acted with integrity, honesty and ethical values. His love and faith for the Lord Jesus Christ, people and creation, has made him a person God intended him to be.

The Institute is held in trust as a common ecumenical heritage by the Christian Churches and Christian Organizations of the country. SHUATS 2021SHUATS 2021 BRIEF HISTORY OF THE SAM HIGGINBOTTOM UNIVERSITY OF AGRICULTURE, TECHNOLOGY AND SCIENCES (U.P. Act No. 35 of 2016 as passed by the UP Legislature on 22nd December 2016 and Notified in Official Gazette No. 1867 (2)/LXXIX-V-1-16-1(ka)36-2016, 27-12-2016) On 26th July 2010, the Vice Chancellor, Rev. Prof. Rajendra B. Lal of the Sam Higginbottom Institute of Agriculture, Technology and Sciences (Deemed University), submitted a proposal for State University to the Chief Minister of Uttar Pradesh (vide Letter No. SHIATS-Society/Act 2010/C-631 dated 26th July 2010). The matter was pursued continuously to upgrade and reconstitute Sam Higginbottom Institute of Agriculture, Technology and Sciences (Deemed University) into Sam Higginbottom University of Agriculture, Technology and Sciences. The following conditions were proposed to the Government for its upgradation:
1. The Minority rights of the SHIATS-DU will remain intact, [as per the Article 30(1) of the Constitution of India] after the commencement of the SHUATS Act for a full fledged University.
2. The Grant-in-Aid given to the Deemed University shall continue as such.
3. The conditions of employment for all officers, staff and employees of the Deemed University shall remain the same under this Act.
4. The Society through its body of Senate shall be vested with the supreme authority for administration of the University. The whole office of the Vice Chancellor, Staff, such as Prof. (Dr.) Ranjan A. John, Treasurer/Director Establishment & Estate, Mr. M. P. John of the Camp Office, Mrs. Lysamma Oommen of the Main Office, Mr. Vinod B. Lal, Director Administration, Mrs. Victoria A. Masih, Joint Registrar (Legal) as well as the University Counsel, Mr. J. Nagar, continued to support in the reading and writing of the text of the Act for the last six years. Hon'ble Chancellor Dr. J. A.
Oliver and the Chairman of the Society and the Members of the Managing Committee of the Society as a whole continued to support the Vice Chancellor in his greater vision. My son Prof. Jonathan A. Lal did proof reading of the proposed Act and suggested very critical points. While proof reading for the final draft, we were working in the Agriculture Section 48 49 of the Secretariat, and Hindi text was read by Dr. R. A. John and Section Officer, Mr. Phool Chand Yadav, but English text of the Act was compared by myself and Bishop John Augustine.
The Agriculture Minister, Mr. Vinod Kumar Singh (alias) Pandit Singh was extremely helpful and cooperative for getting the work done through his department. He further suggested that we must meet Mr. Akhilesh Yadav, the Chief Minister for speeding up the matter of the Bill then it could be processed and placed before the State Legislature (both the Houses). Thus, I approached Bishop John Augustine, Bishop of Church of India, Lucknow Diocese, residing in Lucknow who had good relations with the Government. He was able to facilitate our first appointment with the Chief Minister, Mr. Akhilesh Yadav at his residence, 5-Kalidas Marg, Lucknow on April 11, 2013 at 2:00 p.m. I submitted the proposal again before him and requested for his favour to establish First Christian State University in U.P. He was very courteous and helpful, and assured us that in the current Assembly, he will get the University Bill passed through the Legislature. After meeting him we continued the persuasion in various offices of the State and the Department of Agriculture Education and Research, Government of U.P.
The second time, we met the Chief Minister on 21-05-2016 at 11:00 a.m.
through Mr. Shivpal Singh Yadav, PWD Minister who had been a good friend of my brother Mr. Vinod B. Lal, Director Administration of the SHIATS. Again, the Chief Minister assured us that the work would be done. However, we had to pursue the file on every table including the advice from the Advocate General regarding format of the Act, meeting the Principal Secretary of Agriculture Department, Mr. Rajneesh Gupta (I.A.S.), several times and also the Special Secretary Mr. Raj Kumar Singh, Joint Secretary, Mr. Shiv Ram Tripathi, Section Officer, Mr. Phool Chand Yadav and all his team and colleagues, along with the team of Vidhai Department, the Principal Secretary Mr. Virendra Srivastava, Special Secretary, Mr. Manohar Lal, Special Secretary, Mr. D. N. Singh and very special person Mr. D. K. Shukla, Section Officer of Vidhai along with the 82 years old man Mr. Hari Shanker Tripathi, who is the most learned man in the Vidhai Department who drafted the Bill for the Legislature. We had a wonderful experience with all of them.
SHUATS 2021SHUATS 2021 The third time, Bishop John Augustine took an appointment with the Hon'ble Chief Minister Mr. Akhilesh Yadav for 29 September 2016 at 12:00 noon. Bishop John Augustine and his wife, Mrs. Swapna Augustine, Bishop Prof. Rajendra B. Lal and his wife, Mrs. Sudha Lal and Dr. Ranjan A. John went to the CM residence, and as we arrived at the gate the CM was coming out to see off his guests. He greeted me and said I have not seen you for a long time, I will be just joining you, please be seated. We were received with the great warmth by the Chief Minister at this time.
Mrs. Swapna Augustine and my wife, Mrs. Sudha Lal and Bishop Augustine spoke to the CM after I had explained to him how the work is being done and the progress with regard to the State Act. The Chief Minister told Mr. Pranjal Yadav, his Staff Officer on duty that day that the work should be done on priority within 15 days. The Chief Minister this time firmly assured us that it should be done within the period of this Assembly, and he assigned his Secretary Mr. Pranjal Yadav (IAS), the special task. Mr. Pranjal Yadav deserves appreciation for the work which has been accomplished now. On 29th afternoon when I and Dr. Ranjan A.
John reached the Secretariat to meet the Section Officer and the Joint Secretary, they said that we have been instructed by the Principal Secretary to do the job and present the file immediately. On the 30th September we met the Agriculture Production Commissioner, Mr. Pradeep Bhatnagar (I.A.S.), a very thorough gentleman. He gave us a very patient hearing and asked the Principal Secretary, Mr. Rajneesh Gupta to get this file going on priority. Most of these days, for the last six months, we were not having any lunch, only biscuit and tea at the Secretariat, but we were sustained. After this meeting almost every week I and Ranjan A.
John were in the Secretariat at Lucknow to pursue the matter from one department to another until the file reached to its logical conclusion, and the department of Agriculture and Research was asked to prepare a cabinet note and send it to the cabinet for consideration. Before it was sent to the cabinet, it was necessary that the comments of the line departments such as, Law department, Appointment department, Higher Education department, Finance department, Minority department, etc.
50 51 were to be obtained and included in the cabinet note for the perusal of the cabinet which was scheduled for 13th December 2016. On 9th December 2016 we met the Secretary of the Chief Minister, Mr. Jagdeo Singh as Mr. Pranjal Yadav was not available on that day and Mr. Jagdeo Singh was very well known to Bishop Augustine. He was able to help us for the movement of our file speedily to the Agriculture Minister. We had also one very good friend and disciple of mine, Mr. Ram Briksh Yadav, M.L.C. who helped us at various occasions for meeting officials in the State Government for speeding up the work. On 11th December 2016 at 09:23 pm Dr. Mrs. Sunita Charles, President, I.T. College, called me on my mobile asking me to attend the Christmas function of Isabella Thoburn College (I.T. College), Lucknow, scheduled for 12-12-2016 at 06:00 p.m.
She said the Chief Minister and his wife Mrs. Dimple Yadav, MP, are the Chief Guests. I was looking for an appointment with the CM before the cabinet. But it was God's will that I should meet the CM on that occasion.
Now Bishop Phillip Masih and Dr. Mrs. Sunita Charles deserve our appreciation for the crucial meeting with the Chief Minister much ahead of the cabinet meeting of the State. He again assured me and Bishop Phillip Masih that he was going to support the Bill in the forthcoming Cabinet, and in the Legislature. On 13th December 2016, the SHUATS Bill was approved in the Cabinet of U.P. State and now it was ready for the forthcoming Assembly on 22nd December 2016. On 22nd December 2016, 08:30 in the morning, Mr. Ram Briksh Yadav, Member of the Legislative Council, called over my mobile to say that "Guru ji, SHUATS Bill is now on the Agenda of the Legislative Council (Upper House)." At the same time, I received a call from Mr. Sanjay Gupta, PS to Agriculture Minister Mr. Pandit Singh, that the Agenda has come and the SHUATS Bill of 2016 is on the Vidhaan Sabha Agenda. Even though I had a pass to visit the Assembly but I decided to remain in the guest house for prayer. I was called by the Section Officer, Mr. Phool Chand Yadav, that our SHUATS Bill was passed by Assembly. Around 4:00 p.m., the Legislative Council also passed the SHUATS Bill. I and Ranjan A. John had pursued the file at every stage and finally just one day before, we SHUATS 2021SHUATS 2021 met the Principal Secretary, U.P. State Legislature, Mr. Pradeep Kumar Dubey, who had been acquainted with me from beginning when he was working as the Legal Advisor to the Governor of U.P. He had been a great help at the time of establishment of the Deemed University when he got our file completed for N.O.C. from the Governor of U.P. in the year 1996.
It was God's ordination that Mr. Pradeep Dubey was helpful in our first growth of the Institution from Professional Institution to the Deemed University and now again he was sitting in the highest office as Principal Secretary (Legislature) where he would be issuing the decision of the Legislative Assembly for further pursuance of the Act. It was amazing that the parchment was received by the Vidhai Department around 7:30 p.m. on the same day, and on 23rd December 2016, the file was prepared for sending to the Hon'ble Governor for his assent.
Finally, we thank God for the parchment (finally passed the Bill and duly signed by the Chairman, Vidhan Sabha, Chairman, Vidhan Parishad, Principal Secretary, Vidhaan Sabha-Mr. Pradeep Kumar Dubey, PS Vidhan Parishad Dr. Yadav). It was received on 22nd December 2016 at 07:30 p.m. The Vidhai cleared the file very promptly. The SHUATS Bill was sent to the Hon'ble Governor for his assent on 24th December 2016, at 10:30 a.m. On 26th December 2016 I met the Legal Advisor to the Governor, Mr. S.S. Upadhayay at 07:30 p.m. and he explained that our Bill was being sent with his comments to the Hon'ble Governor for his assent and should be done either on 26th or 27th as the Hon'ble Governor finds time to look at the Bill. Hon'ble Governor assented the Bill at 02:30 p.m. on 27th December 2016, and within a couple of hours the Vidhai Department issued the Notification for Gazette Publication. The Agriculture Education Department received the Notification along with the copy of the Act from Vidhai that they may also issue a letter of authorization with the approval of the Agriculture Minister [Mr. Vinod Kumar Singh (alias) Pandit Singh]. On 28th December 2016 the Department of Agriculture Education and Research sent the draft notification for the Agriculture Minister's approval to his office, but the Minister was in his village and therefore, the Sameeksha Adhikari Mr. Rajesh Gaur along with Dr. Ranjan A. John were sent to Gonda for obtaining the signature of Minister. At 52 53 07:30 pm they got the signature of the Minister and returned back at 10:15 pm.
We thank God and give Glory to Our Lord and Saviour Jesus Christ for all the work done on 28th December 2016 in order to have the Notification issued on 29th December 2016 much before the Notification of the expected Election, and this I have been praying. On 29th December 2016 I received the Notification from the Secretariat to start the University in the new format, in the presence of my colleagues Dr. Ranjan A. John, Mr. Phillip Das and the Staff of the Secretariat, Mr.Shiv Ram Tripathi, Joint Secretary, Mr. Phool Chand Yadav, Section Officer and others.
While sending the Cabinet Note, and files for comments of various line departments, Mr. Phool Chand Yadav, Section Officer asked me for blessings on the files. So, I laid hands on all the papers and prayed for the Lord's approval and favour. Again, when we received the Notification and authorization, I had a thanksgiving prayer in the Secretariat Section, and all said with one voice, "Jai Prabhu Yeshu".
Mr. Vinod B. Lal, Director Administration and HRM&R met Mr. Ramesh Yadav, Chairman, Legislative Council of Uttar Pradesh, seeking his support for the Bill to be tabled before the Legislative Council. Mr. Ramesh Yadav after going through the proposed Bill, appreciated and extended his good wishes for the establishment of the University. We appreciate all the help, guidance and support extended by Mr. Ramesh Yadav during the formative stage of the University Bill.
We received the letter of authorization and notification at 07:30 pm on 29th December 2016. We came back by 11:00 pm. Thus, the "Sam Higginbottom University of Agriculture, Technology And Sciences" came into being on 29th December 2016. All glory and honour, we give to our Lord Jesus Christ. I was received by my wife Mrs. Sudha Lal, son Jonathan, daughter-in-Law Abhilasha and grand Children: Joycee, Joel and Aaron at 11:00 pm at the bunglow no. 4 where presently we reside.
We all together thanked God and my granddaughter asked me, "Dada now you don't have to go to Lucknow and you will stay with us!" it was because of the fact that for the last six months I and Dr. Ranjan A. John were visiting Lucknow every week.
SHUATS 2021SHUATS 2021 As we were leaving for Lucknow after Christmas, 26th December 2016, my grand daughter, Joyce, prophetically said, "Dada now you have to go Lucknow last time. In fact, for the work of SHUATS Act, we had to go Lucknow last time. It was hard on children as they wanted me to be with them during Christmas Season, and I had to leave next day of Christmas for receiving Christmas gift. Once again, I thank God Almighty for His mercy and grace of Lord Jesus, and fellowship of Holy Spirit for making things possible which were otherwise humanly impossible.
I am personally very grateful to the Chief Minister, Mr. Akhilesh Yadav for his support, favour, and timely interventions that made SHUATS Bill to be passed by the State Legislature. We are also thankful to Hon'ble Governor of U.P., Mr. Ram Naik for his kind support and vision for higher education in the State and granting his assent to the bill passed by the U.P. State Legislature.

Rai, Director Development, Prof. (Dr.) Newman Fernandez, Director, Distance Education, Prof. (Dr.) Shailesh Marker, Director Research, Prof. (Dr.) Wilson Kispota, Director Extension, Deans of all Schools, Colleges as well as Faculties, Head of Departments of various Departments, Dr. Ramakant Dubey (Public Relation Officer), Mr. S. Singh, OSD to Vice Chancellor, Mr. Jai Narayan Singh, Chief Security Officer, Mr. Ramkishan Singh, Security Officer and Teaching and Non-teaching Staff of University and Student Community of the University, deserve great appreciation for their prayers as well as maintaining the academic atmosphere, order and discipline in the Campus. Another most important friend of the University and Director Development Late Dr. B. B. Rai who worked very hard for the identification and purchase Farm Land in various parts of Allahabad such as Deori-207 acres, Lohra-53 acres and Raebareily (Lodhwari)-73 Acres, for the purpose of the expansion of the activities of the University. There was a time when we were asked to submit the revenue records certified by the SDM to the State Government, Dr. B. B. Rai and his team worked very hard and obtained all the records within 24 hours and it was sent to us by 8:30 in the morning at Lucknow. It was Dr. Arun Yadav, Development Officer, who worked closely with Dr. B. B. Rai, and reached Lucknow in time with all land records.

Very special thanks to Rev. (Dr.) P. C. Varghese from Chennai, who had mentored many young people through Evangelical Union and was an instrumental for bringing me as Lecturer in the Institute in the year 1980, deserves our sincere appreciation for his continuous prayers for all of us and especially for the University upgradation.

56 57 I would also like to thank Pastor Thomas Lahti, 'Word of Life Church' and Rev. Carl Gutsav from Sweden, for their constant prayers for the upgradation of the University. It's matter of great joy that Pastor Thomas Lahti was present for prayers when we were praying for Deemed University and when the Institute became Deemed University on 15th March, 2000 he was also present in the celebration on 16th March, 2000. Further, he was also privileged prayer supporter from abroad who also came to visit when the Deemed University was upgraded to State University. All Glory to our Lord Jesus Christ for such prayer support.
We are also grateful to Rev. Vasulal Mike Masand from New York, a good family friend of mine, a great man of prayer, who supported our project through continued and fervent prayer.
We also would like to mention a name of Bro. S. R. Manohar, an Evangelist from Bangalore, who always supported us through his prayer for upgradation and growth of University and Yeshu Darbar.
Dr. (Mrs.) Indira Oliver deserves our appreciation for giving all the freedom to Dr. J. A. Oliver, Chairman and Chancellor for working in Allahabad, as well as at Lucknow for long time away from his home town Hyderabad. We sincerely thank and appreciate her contribution in this way.
Besides, the office bearers, members and Managing Committee of the Society, deserve very special thanks for their prayers and encouragement for doing this Herculean task. I especially mention with deep sense of gratitude, the critical and timely support of Late Dr. Mani Jacob, Ex-Chairman of the Society, Late Dr. David N. Sen, Ex-Vice Chairman of the Society. 58 59 MCS/38-2017- 27: GRATITUDE TO THE FOUNDERS February 6, 2017 In continuation to the decisions of the Managing Committee of the Society, dated 29th January 2016, vide Resolution No. MCS/34-2016-12 (i) and (ii), the following notings were brought on to record, for perusal of the Committee:
i) FOUNDER'S DAY (Birthday of Dr. Sam Higginbottom, October 27, 1874).
"SAM HIGGINBOTTOM OF ALLAHABAD" "Then in February 1903 he happened to meet Mr. Forman. A member of a family which had a tradition of mission service in India, Mr. Forman had been working for several years at Etah, one hundred miles southeast of Delhi.
This was a center of the "mass movement" toward Christianity. After his talk with Mr. Forman, Higginbottom abandoned his plans to attend the seminary and applied to the Board of Foreign Missions of the Presbyterian Church for an appointment to India. In April he was commissioned as an "unordained experiment" to replace Mr. Forman.
Higginbottom formally became a part of this Christian community when he attended the meeting of the North India Mission of the Presbyterian Church at Ludhiana in the Punjab in the latter part of November 1903.
Upon reaching Ludhiana, Higginbottom expected that the mission would assign him to Mr. Forman's work at Etah. Ewing at Allahabad, however, had requested that the mission assign a teacher of economics and biology to his college. Higginbottom's training in these subjects was not outstanding, but the mission regarded him as the best qualified among the new missionaries.
Accordingly, he was assigned to Allahabad instead of Etah. Higginbottom protested the action; he had planned to work among the communities and he was not anxious to teach young Indians in subjects with which he was not too familiar. Yet he had no choice but to accept the mission's assignment.
An unhappy young man boarded the train at Ludhiana en route to Delhi.
If his plans had been sanctioned by the mission, at Delhi he would have gone to the small community of Etah.
Instead he had to return to Allahabad, four hundred miles to the southeast of Delhi. He crowded onto one of the night trains headed toward Allahabad.
SHUATS 2021SHUATS 2021 As Higginbottom found a seat and settled down for the night, he reflected on the Ludhiana meeting. He felt he had been cheated. But, he reasoned, even if teaching at Allahabad proved to be as difficult as he suspected, he still had to spend only two years in India."

Dr. Sam Higginbottom, a Presbyterian Missionary appointed for Evangelical and Rural Missionary work in Etah District of Uttar Pradesh, in place of Mr. Forman, and after arriving in India in 1903, he was asked by the Board to teach in Allahabad Christian College (Presently Ewing Christian College), Biology and Economics. While visiting the Rural Communities and farms of neighbourhood, he realized that poverty in India cannot be alleviated without bringing improved Technology for Rural Farming, thus, the birth of Allahabad School of Agriculture" took place in 1910 across the Jamuna River on the right banks of Jamuna River on badly eroded land of about 550 Acres.
Later, this School of Agriculture was renamed as "Allahabad Agricultural Institute" which became forerunner of formal Agriculture Education, Training, Research and productive dimensions of farm enterprise.
His innovative ventures in Agriculture and Technology attracted many pioneers of independent movement, like Mahatma Gandhi, Pt. Jawahar Lal Nehru, and many others. And the Institute offered Diploma in Farm Mechinization and Dairy Farming (1926), B.Sc. Agriculture (1932) and B.Sc.
Ag. Engineering (1942 First time in India). Thus, stood tall pioneering Institution in Asian Continent.
Therefore, the Founder's Day is being celebrated in honour of the birth of the Founder of the Institute, Dr. Sam Higginbottom, as on 27th October Every year.
(ii) University Day:
Referring to the decision taken in the MCS meeting No. MCS/34-2016- 12(ii), to celebrate the birthday of Most Rev. Prof. Rajendra B. Lal, first Vice Chancellor of SHIATS-DU, and now the first Vice Chancellor of the SHUATS as State University.
60 61 The Chairman of the Society, Dr. J. A. Oliver, on 60th birthday of the Vice Chancellor, proposed that his birthday should be celebrated as "University Day", for which a resolution was passed in the MCS, referred above.
The University Day on 4th March every year to be celebrated in recognition and honour of his relentless work in upgrading and reconstituting the Institute to a level of a State University.
Following are the highlights of his contribution:
(1) After joining as Director of the Institute on 17th June 1992, he made first effort to transfer the Allahabad Agricultural Institute, to the Department of Agricultural Education and Research, Govt. of Uttar Pradesh, from Department of Higher Education. Because of his persistent persuasion and zealous work, the Govt. of U. P. approved the same and issued a G.O. No.3287/12-8-97-900[7]/94 dated 21st October 1997, transferring the Institute from Higher Education to Department of Agriculture. This made Allahabad Agricultural Institute as Professional Institute alike Moti Lal Nehru Regional Engineering College, Allahabad and posts of Professors were sanctioned.
(2) Further in order to obtain more academic freedom and strength for the specialized programmes in Agriculture Technology and Sciences, he submitted a proposal to the Ministry of Human Resource Development (MHRD), Govt. of India, for grant of deemed university status, on 31st August 1994.
(3) The Govt. of Uttar Pradesh also gave No objection vide G.O. No.2398/12- 8-96-900[7]/94 dated 16th October 1996. Finally, after the visit of the UGC expert team on 15th and 16th May 1997, the UGC considered the Institute to be upgraded to the status of Deemed University, and it was on March 15, 2000 the Allahabad Agricultural Institute was declared as deemed to be university vide notification No.F.9-26/94-U.3, by the Government of India.
(4) Change of name of the Institute:
At the centenary of Allahabad Agricultural Institute in the year 2010, the Vice Chancellor submitted a proposal to the Government of India for SHUATS 2021SHUATS 2021 naming the Allahabad Agricultural Institute after the name of the founder, Dr. Sam Higginbottom as mark of honour to the founder. The Government of India considered his request and approved the change of name vide order No. F. 13-7/2008-U.3.A. dated 22nd September 2009, as given hereunder:
"Sam Higginbottom Institute of Agriculture, Technology & Sciences” (Formerly Allahabad Agricultural Institute) (Deemed-to-be-University)"
(5) On July 26, 2010, the Vice Chancellor submitted a proposal to the State Government for upgrading and reconstituting SHIATS-DU into State University under a special act and it may be called as "Sam Higginbottom University of Agriculture, Technology And Sciences Act".
(6) On persistent efforts of the Vice Chancellor and his team spread over a period of six years, the proposal was favourably processed by the Government, resulting in passing of the SHUATS Bill 2016 by the State Legislature on 22nd December 2016 which was duly assented by the Governor on 27th December 2016 and published in the official gazette of the Govt. on the same day. The university as per act was appointed and a notification thereto was issued on 29th December 2016.
(7) Accomplishments in the field of Higher and Professional Education:
It's matter of great joy and pride that the Vice Chancellor, Bishop Rajendra B. Lal was taken to the highest positions in the most prestigious organizations of Professional and Higher learning in India, as given hereunder:
(i) President of the Association of Indian Universities, New Delhi (AIU body) is represented by the Vice Chancellors of Indian Universities - Central, State and Deemed Universities (2013-14 A.D.)
(ii) President, Indian Agricultural Universities Association, New Delhi (IAUA) comprises of all Agricultural Universities and Deemed/ National Institutes, represented by the Vice Chancellors (2010 A.D.)

(iii) President, All India Association for Christian Higher Education (AIACHE), (2009-2011).
These are rare privileges given to any Vice Chancellor in India, and a great honour and recognition to our University.
(8) Spiritual Movement:
The spiritual movement began with the effort of Vice Chancellor in the name and style of Yeshu Darbar for the benefit of the public at large for receiving the message and the gift of Salvation.
The Yeshu Darbar became the deep-rooted faith church of the society in catering the spiritual needs of the people across north India and vast other parts of India.
On 4th November 2012, the Rev. Prof. Rajendra B. Lal, Vice Chancellor was consecrated as the first and founder Bishop of Yeshu Darbar and it was a historic ecumenical consecration in which several heads of Churches from across the country participated.
Resolution:
In recognition of his milestone work and labour of love in the Lords Vineyard as First and Founder Bishop, Yeshu Darbar and First Vice Chancellor of SHUATS, and his continuous service to the society and the nation at large.
It was resolved to celebrate his birthday, 4th March, every year, as "University Day" to inspire the youth of the nation and the Church movement through his creative leadership.
It was further resolved to include this decision as part of the history in the constitution of the society as well as in the statutes of the University for record, reference and observance.

CHAPTER - I PRELIMINARY
1.01 These Statutes may be called as the First Statutes of the Sam Higginbottom University of Agriculture, Technology And Sciences.
1.02 They shall come into force on the date approved by the Senate.
Until such time, the amendments in the statutes are approved, the existing rules/regulations as contained in the Constitution of SHIATS-DU shall remain operative.
"On the commencement of the University the Constitution of the Sam Higginbottom Institute of Agriculture, Technology And Sciences (Deemed University), bye-laws and rules in force immediately before such commencement, shall mutatis mutandis apply to the University unless amended or rescinded by the Board of Management and Senate of the University".
1.03 All existing Statutes and all such Ordinances of the University, as are inconsistent with these Statutes, are to the extent of such inconsistency, hereby rescinded and shall forthwith cease to effect except as respects things done or omitted to be done before the commencement of these Statutes.
CHAPTER - II DEFINITIONS
2.01 In these Statutes, unless there is anything repugnant in the subject or context; -
(a) "Academic Staff" means such categories of staff as are designated by the Board of Management of the University.
(b) "Academic Year" means a twelve month period preferably between July to June during which a cycle of work is completed.

(c) "ACT" means the Sam Higginbottom University of Agriculture, Technology And Sciences Act, 2016.
(U.P. Act No. 35 of 2016).
(d) "Clause" means a clause of the Statute in which the expression occurs.
(e) "Founder Society" means the Sam Higginbottom Educational and Charitable Society, Higginbottom House, 4 Agricultural Institute, Allahabad, Uttar Pradesh, a Society registered under Society Registration Act, 1860 which is the Apex body managing all activities of the Society including the affairs of the University, and
(f) "Section" means a Section of the Act.
(g) "Semester" means a division of an academic year which shall ordinarily consist of 90-110 days subject to such changes as may be made by the Academic Council from time to time. There shall be four semesters in an Academic Year.
