4. Appointment of Trustee and his powers and functions. - (1) The Registrar shall be the Trustee for the purpose of securing the fulfilment of the obligations of the [Uttar Pradesh Gram Vikas Bank] to the holders of debenture issued by the Board.

(2) The powers and functions of the Trustee shall be governed by the provisions of this Act and by the instrument of Trust executed between the [Uttar Pradesh Gram Vikas Bank] and the Trustee as modified [or substituted] from time to time by their mutual agreement and with the approval of the State Government.
