(1) Every question which the ‘Advisory Committee or the Housing Bo ard is requested to take into c onsideration, shall be considered either at its mee ting or, if its Chairman so directs, by sending the necessary papers to all the memb ers for their opinions:

for opinion under sub-rule (1) , auy member may request that the question be considered at a meeting of the Advisory Committee or the Housing Board and thereupon the Chairman may, and if the request is made by five or more members in the case of the Advisory Committee and three or more m embers in the case of the Housin g Board, shall direct that it be s o considered.
i2. Time and place of mcodné.
—The Adviscry Committee or the Housing Board shall meet at suc h place and times as may be app ointed by its Chairman.
