20. No promoter shall, for the purposes of working an aerial ropeway make or give any undue or unreasonable preference or advantage to or in favour of any particular person or any particular description of traffic in any respect whatsoever, or subject any particular person or any particular description of traffic to any undeue or unreasonable prejudice or disadvantage in any respect whatsover.
