(1) If any difficulty arises in giving effect to the provisions of this Act, the Government may, by an order published in the official Gazette, make such provisions consistent with the provisions of this Act as may appear to be necessary for removing the difficulty; Provided that no orders under this sub section shall be made after the expiration of a period of two years from the commencement of this Act. (2) The Government may issued such guidelines to the Authority as it is expedient for the purpose of implementation of the provisions of this Act
