(1) A practitioner holding a medical qualification from any authority in any place outside the territory of Indian (other than the qualification in the second schedule or the Third schedule to the Indian Medical Council Act 1956) shall not be registered under this Bill, unless the procedure specified in sub-section
(2) has been followed.
(2) Any person, who holds any such medical qualification, may apply to the council for registration by giving a correct description of his qualification, with his degree, diploma, license or certificate. The council shall send the same to the Medical Council of India for opinion and shall act according to the opinion.
Persons who may not be registered
17. Notwithstanding anything contained in section 15 and 16, no person whose name has been removed whether before or after the appointed day, from any register kept under this Bill or any other law for the time being in force in India regulating the registration of Medical practitioners on the ground of professional misconduct shall be entitled to have his/her name entered in the register, unless his/her name is duly ordered to be restored to the register from which it was so removed.
