. (1) The state Government shall after due appropriation made by the State Legislature by law in this behalf, pay to the Commission by way of grant such sums of money as the State Government my think fit for being utilized for the purposes of this Act : Provided that expenditure in respect of Salaries and allowance of the Chairperson and other Members shall be charges on the Consolidate Fund of the State. (2) The Commission may spend such sums as it think fit for performing the function under this Act, and such sums shall be treated as expenditure of the Commission. (3) The fees or fine or moneys thus received in Commission are kept in the public account of the state
