<2) They "shall come iu^ force'on the date of their publication in the Gazette of India.
2> Def^iticEs.—la these regulations unles:; I he cuote£ otherwise requires,—
(a) 'Act' means the Indian Veterinary Council Act, 19S4 (52 of 1984);
(b) 'Council' meajas the Veterinary Council of India constituted under <£he Act;
• (c) 'Executive Committee', or 'Committed means the Etecudve Committee or Com mittee constituted under sub-section (1) of section 12 of the Act;
<d) TresideaE' means the President of the Council elected m$& sob-section (4) of section 3 Of the Act;
(e) 'Vice-President' .means ik$ .Vice-President oi" ,the CjwmoSt eTc^ed usdar subf-scctrt>n
(4) of Section 3 of the Act;
ff) 'Member* means a Member elected or nominated under section 3 of the Act and (he members, of the Committees co-opted under sub-section (I) of section 12 .if rfii Acf.;

(h) 'Secretary* means the 'Secretaiiy of the Council appointed under sub-section, (t) of section 11 of the Act;
3. (1) Fees to be paid to President and other Members and the Members of the Committees (other than the Members of She Council) The President and other members and the mem bers of the Committees (other than members of the Council) (not being the Secretary or officers cf the Council) shall b e l a i d by the Council for attendance at any meeting of the Council and its Committees, a fee per day for meeting at such rate us *the Executive Committee of ihe Council may, from time :o time, decide"":
Provided that in the case of a member who is an official of the Central or State Government, hefshe may claim travelling and halting expenses from The Veterinary Coimeil of India to the extent that hej she docs net: daim from the relevan. Government.
(2) Payment of travelling and haltiug allowance to fAe President and other members and members of the Committees (other than the members of the Council), The President and o:hcr members and the mem bers of the Committees (other than the members of the Council), shall m additiqa ifco the fees, to which helshe may be entitled na'der Regulation 3(1), be paid hisjher Travelling aad Daily Allowance at the highest rate applicable to Central GaYcrcment emp loyees of die first Grade under Travelling Allowance P*ufcs of the Central Government, as amended from time to time.
4. The Secretary and other officers of the Coun cil shall be paid their Travelling and Daily Allow ances a'; the rates' as applicable to Central Govern ment employees of, the corresponding grade under TraveBkg- Allowance Rules of the Central Govern ment, as amended from time to time,
5. The President of Ithe Council shall be the self Controlling Authority.
6. In other cases, the President shall be _ the Authority competent to sanction air|sir-conditioned travel, to entitled persons.
7. Under special circumstances in regard to cases ' not covered under "meSe regulations, the President shall be me authority competent to sanction aixjai*- •. conditioned travel if the work is ia the Council's interest :
Provided that such cases shall act be taken as precedents and be considered on individual merits,
8. All other matters pertaining to Travelling and Daily Allowances, not cove^d-'by ^ese "Regulations shall mutatis mutandis be as-'per Travelling Allowa/ace Rules of the Central Government, pending formula^on of separate Travelling and Daily Allow ances Rules cf the Veterinary Council of India.
9., The rates of Traveling and Daily Allowances shall be at the same rates as applicable to the Go vernment employees of corresponding grades and shall stand revised consequent upon die revisions of thses Rules, by the Government of India- [No. F. 4-3!91-VCr!l] PROF.
