1. (1) These regulations may be caJied the Veterinary Council of India (General) (Amendment) Regulations, 2005.
(2) They shall come into force on the date of their publication in the. Official Gazette.

2. in the Veterinary Council of India (General) Regulations 1S91, (hereinafter referred to as the said regulations), in regulation 34, for sub-regulations (2), the following sub-regulations shall be substituted, namely :- • (2) The President shall have the power to sanction expenditure on any head upto the budget estimate duly sanctioned by the Council.
(3) "/in case of urgency, the President may take necessary action on any issue and sanction expenditure not exceeding rupees twenty five thousand on any item which has not been provided in the budget estimates of the Council and intimate the fact to the Executive Committee immediately",
(4) • In the proviso to regulation 47 of the said regulations, for the letter and figures "Rs. 25,000", the words "one lakh rupees" shall be substituted.
4. In Part Vltl of the said regulations, -
(a) The beginning words of the heading namely, "TENURE OF OFFICE AND" shall be omitted; and
(b) regulations 53, 56 and 58 shall be omitted.
5. For regulation 61 of the said regulations, the following regulation shall be substituted, namely ;- "61. The bankers of the Council shall be the local branch of a Scheduled Bank. All funds of the Council shall be paid into the Council's account with that bank and shall be withdrawn by means of cheques as mentioned below :- Serial, No. Amount ' Signatory a. Upto Rs. 5,000/- Jointly by Secretary and Assistant Secretary or Accountant t b. Payment of Salary, Traveling Allowance, Jointly by Secretary and Daily Allowance and the like as Assistant. Secretary or provided in regulation 68 Accountant c. Beyond Rs.5000 except the items Jointly by President or in his specified in Serial number b absence ih& Vice-President and Secretary".

Explanation.- For the purpose of this regulation 'Scheduled Bank' means a bank for the time being included in the Second Schedule to the Reserve Bank of India Act, 1934.
6. For regulation 66 of the said regulations, the following regulation shall be substituted, namely ;- "85. The primary units of the appropriations shall-be salaries, medical reimbursement, wages, overtime allowances, leave encashment, contribution to pension or gratuity fund, honorarium, rent rates and taxes, traveling expenses, interest to General Provident Fund, office expenses, examination expenses and other administrative expenses".
7. For regulation 68 of the said regulations, the following regulation shail be substituted, namely ;- "68. (1) The Secretary shall have full power to sanction and issue cheques for expenditure on account of salaries, medical reimbursement, wages, Leave Travel Concession, retirement benefits, Traveling Allowance, Daily Allowance, conveyance, rent rates and taxes, electricity and water charges, stationery, postage and tejephgne expenditure. (2) In case of contingency miscellaneous items, Secretary shall have power to sanction expenditure upto an amount- not exceeding rupees five thousand in each case. Expenditure in excess of that amount shall require the approval of the President
(3) The Secretary shall have power to sanction all types of advances to its officers and employees.
(4) The President shall be the sanctioning authority for advances, medical reimbursement, Leave Travel Concession and retirement benefits of the Secretary".
8. For regulation 69 of the said regulations, the following regulation shall be substituted, namely ;- "69. A permanent advance of five thousand rupees shaii be made available to the. office of the Council under the control of the Secretary".
