st, (si.) xnr s*irc^.l»ftT«' VETERINARY COUNCIL OF INDIA NOTIFICATION^'. .,- r New Delhi, the 12th November, 1991 G.S.R. 678(E).—In exercise of the powers confer red by section 66 read with* section 19 and section 20 of the M a n Veterbary Council Act, 1984 (52 -of 1984), the Veterinary Council of India with the- pre vious approval of the Central.'..Government ..hereby makes the following, regulations, narhely :—
1. Short title and commencement.—£1) These regu lations may be called the Veterinary Council of India (Inspectors and Visitors) Regulations, 1991.
(2) They shall come into force with immediate effect. _ _. . . . .
2. (1) Definitions.—In these regulations, unless the contest otherwise requires,-—
(a) 'Act' means the Indian Veterinary Council Act, 19S4 (52 of 1984);
(b) 'Executive Committee' means the Exe- 'cutive Committee constituted under . sub- ' section (1) of section. 12,.of the Act;
(c) Inspector1 means the veterinary inspector appointed under sub-secfion (1) of section 49 of the Act;
(d) 'President' means the President of Veteiinary Council of India elected under sub section (4) of section 3 of the Act;
(e) 'Secretary' menas the Secretary of the Veterinary. Council of India appointed under sub-section (11 of section II of the Aet;
(f) 'Visitor' means a visitor appointed under sub-section (1) of section-20 of the Act
(2) Words and expressions used in these regula tions and not seperately defined above shall have the same meaamg as in the Act.
3. Inspection of Veterinary Colleges, hospitals and institutions and examination held by a University, Board or other veterinary institution.—(1) The Veteri nary Council of India shall appoint not less than three inspectors to inspect Veterinary Colfege, hospital ot.

4. Appointment of Inspectors,—(I) No person shaj' be appointed as an inspector unless the possesses (M follownig qualifications, namely :—̂
(a) (i) a recognised veterinary qualification fecluded in the First Schedule of the Act- OR •
(u) a recognised veterinary qualification inde ed in the Second Schedule of the Act.
(b) (i) must -have atleast five-years1 " teaching experience in a veterinary institution.

(u) twelve years' professional' standing • OR > "
(iii) ten years' professional standing with, three years' experience as veterinary exa'mtasf-
(2) Every inspector shall receive from the Presi dent a commission in writing under the seal of &e Council arid -the commission shall, specify the veterina ry college, hospital, or other institution, \yhere veteri nary education is given the veterinary - examination conducted'by "the Urirversity, Bb'ard or o&'er veterinary institution' which'is required, to be bspecled by nan and he shall report to the Executive Committee there on.
(3) An inspector shall not accept hospitality from any veterinary college or from examiners or from any official of the University, Board or other insti tution conducting veterinary excav.i nation.. -r
(4) An;'inspector"commissioned by the. Veterinary "Council of India shall be paid travelling -allowance and other allowances as prescribed for the memoes of the Council for-atteoding its-.meetings.
(5) No member of the yeterinary Council of India" shall be appointed as ah inspector.
5 Procedure of inspection.—Every inspector shall comply with the followbg requirements, namely :—
(a) to make himself acquainted with such pre vious report on the facilities for teaching existing at the veterinary college, hespttsor other institution where veterinary ecucation is given and with the quahiying exa mination or veterinary examination conaurtcd by the University, Board, Veterinary institution which he is appointed to inspect, as the President mav direct and with the remarks of the body conducting the exami nations, the institutions authorities and tee observations of the Council thereon;

'•MA visitor who is not a member of the Veisrinary Council of India shall be paid travelling and other allowance; as! prescribed tor the members of the Veterinary Council of India for attending its meeting?.
(5) A visitor shall not take pan in the inspection of any veterinary coHece, hospital or other institution where veterinary education is 'given and where he is a teacher and of any examination held by any Uni versity, board or other veterinary institution whore he is an examiner.
(6) Every visitor ihail receive from the President a commission in writing under the seal of the Veteri nary Council of India and the commission shall spe cify the veterinary college, hosplui or o;her institu tion where veterinary education is given, *-,nd the exa mination held by any University, Board or veterinary imi;:u!ion which he H required to visit.
10. Duties of visitor—(l) In furnishing the report to ihe Fr2JkJcat it shall be -the July oH a visitor to gki his opinion categorically about the sufficiency or other-vise of e:\ch ins:i:~i;on examination inspected by him and also to record therein whether ;
(a) the examination, syss properly conducted;
