(1) If any difficulty arises in giving effect to any provision of this Act, the Governor may, for the purpose of removing such difficulty, direct, by order published in the Official Gazette, that this Act shall, during such period as may be specified in the order, have effect subject to such modifications, including additions and omissions, as he may deem to be necessary or expedient:
Provided that no such order shall be made after expiry of a period of two years from the date of commencement of this Act.
(2) Every order made under sub-section (1) shall, as soon as may be after it is made, be laid before the State Legislature.
