(2) Whcn any sudi suit or proceeding comes before [he Chief ludgc, he sllall of his own mo~ion forthwilh lrnnslcr il undcr sccrion 10, to another Judge uf thc City Civil Courr.

(3) When any such suit or procccding comcs bclorc any other Judge of the Ciry Civil Coun. hc shall of his own motion lorllrrvill~ transmit rhc rccord or suull suil of procceding ro rhe Chicf Judge with a report of the circums~anccs and rlle Chief Judge shall deal with such suit or procccding undcr seclion 10.
