(1) If the Registrar is satisfied that the application complies with the provisions of this Act and the rules and that the proposed by-laws are not contrary thereto, he shall, unless for reasons to be recorded in writing he thinks fit to refuse, register the society and its by-laws.
(2) Where the Registrar refuses to register a society, he shall communicate the order of refusal together with the reasons therefor, within fifteen days of the date of such order, to such of the applicants for registration as may be prescribed.

16. A certificate of registration signed by the Registrar shall be issued to the society and shall be conclusive evidence that the cooperative society therein mentioned is a co-operative society duly registered under this Act and that its by-laws are as attached to the certificate, unless it is proved that the registration of the society has been cancelled or that the by-laws have been amended in accordance with section 17 or section 18.
