(1) The State Government shall, by notification, appoint a cooperative election authority with a Chairman and such number of other members, not exceeding three, as it may think fit for the superintendence, direction and control of election of the co-operative societies mentioned in the Fifth Schedule.
(2) The Chairman of the Co-operative election authority shall be a member of the West Bengal Civil Service (Executive) or the West Bengal Civil Service (Judicial) or the West Bengal General Service with not less than ten years' service as such.
(3) The Co-operative election authority shall discharge its functions in such manner as may be prescribed.
(4) The State Government shall appoint such staff to assist the Cooperative election authority in discharging its functions as may be required by the Co-operative election authority on such terms and conditions as may be prescribed.

36. Subject to the provisions of this Act, the State Government shall make rules providing for—
(a) the conduct of election of directors of the board of a cooperative society,
(b) the preparation of electoral roll for the election of such directors,
(c) fixing the date, place and manner of election of such directors,
(d) fixing the date of publication of the results of the election of such directors.
37. The State Government may constitute one or more cadres of services of managers, assistant managers and other employees for all cooperative societies or a class of co-operative societies .--tn such terms and conditions and in such manner as may be prescribed.
