(1) The State Government may make rules for carrying out the purposes of this Act.
(2) In particular, and without prejudice to the generality of the foregoing power, such rules may provide for—
(a) the fees, if arty, payable for petition of appeal under section 1'1 and the procedure to be followed in such appeal;
(b) all OF any of the matters which, under any provision of this Act, may be or are required to be prescribed or. provided for by rules.
