(1) The State Government may make rules for carrying out the purposes of this Act.

(2) In particular, and without prejudice to the generality of the foregoing power, such rules may provide for—

(a) the management of the undertaking of the company,

(b) the terms and conditions of service of the Administrator and other persons appointed for the purpose of carrying out the provisions of this Act, and

(c) any other matter which has to be, or may be, prescribed.
