(1) Subject to the provisions of section 10, the term of office of the members nominated or elected under section 5 or section 6 shall be for four years commencing from the date of the first meeting of the Council after its first constitution or any subsequent periodical reconstitution, as the case may be.
(2) The term of four years referred to in sub-section (1) shall be held to include any period which may elapse between the expiry of the said period of four years and the date of the first meeting of the Council following its reconstitution at wuicn a quorum is present.

State Government, of which lie shall send a copy to the Council.
