(1) in these rules, unless the context otherwise requires, -
(a) "Act" means the West Bengal Horticultural Nurseries (Regulation) Act, 2001 (West Ben. Act. XXXI of 2001);
(b) "competent authority- means an officer appointed by :he State Government under the provisions o Section 4 of we Act;

(g) "vendor" means a person conducting business on ii..eservation, transport and consignment -(:)fplant materials produces under the Act;
Words and expressions used and not defined in these rules but defined in the Act shall have the same meanings respectively assigned to them in the Act.
