(1) No suit, prosecution or other legal proceeding shall lie against any person for anything which is in good faith done or intended to be done in pursuance of this .A.ct or any order made thereunder.
(2) Save as otherwise expressly provided in, this Act, no suit or other legal· proceeding shall lie against the Provincial Government for any damage caused or likely to be caused by anything in good faith done or intended to be done in pursuance of this Act or any order made thereunder.

13. (Z) The Provincial Government may carrying out the purposes of this Act.
(2) 1 particular and without prejudice to the generality of the foregoing powers, such rules may provide for all or any of the following matters; namely :
