(1) The outline budget as referred to in rule 16 shall be laid before the meeting of the Zilla Parishad specially convened for the purpose on or before the 5th January of the following calendar year.
(2) The notice of the meeting referred in sub-rule (1) shall be accompanied by a copy of the outline budget and shall be sent to each member of the Zilla Parishad. The members of the Zilla Parishad may send their objections and suggestions, if any, about the budget to the Executive Officer of the Zilla Parishad at least three days before-the date of the mecting of the Zilla Parishad:
Provided that in addition to the written objections and suggestions received, the Sabhadhipati, Sahakari Sabhadhipati or any other member presiding over the meeting, may, during the meeting, allow any member to express his objection or suggestion for consideration in the meeting;

(3) The Zilla Parishad shall consider the outline budget along with the objections and suggestions received or raised in the meeting and adopt the outline budget with modification, if any, as draft budget.
