(1) The State Government and the Zilla Parishad shall not release any fund to a Panchayat Samiti during a financial year until the budget approved under rule 8 for the same financial year is received by the Zilla Parishad having jurisdiction. Similarly, the Panchayat and Rural Development and other Departments of the State Government shalf not release any fund to a Zilla Parishad during a financial ycar until the budget approved under rule 19 for the same financial year is received by the State Government.
(2) The Treasury to which the fund of the Panchayar Samiti or the Zilla Parishad is lodged, shall not honour any cheque issued by the Panchayat Samiti or the Zilla Parishad until the approved budget or the ad-interim budget, as the case may be, is received by the Treasury concerned.
