On the coming into force of these rules, the provisions of the West Bengal Panchayat (Budget and Appropriation of Fund) Rules, 1996 shall stand repealed:
Provided that such repeal shall not affect or prejudice in any manner the previous operation of the said rules with respect to anything done or omitted to be done thereunder.
