The West Bengal Primary Education Act, 1973State Act of West Bengal · Act 43 of 1973

(1) The President or in his absence the Vice-President shall preside at a meeting of the Board and in the absence of both the President and the Vice-President one of the members of the Board elected from amongst those present shall preside at the meeting of the Board, and the President or the Vied-President or such member shall be entitled to vote on any matter and shall have a second or casting vote in every case of equality of votes.

(2) Subject to the provisions of sub-section (1), the Board shall have the power to regulate the procedure for the conduct of its business.
