(1) The State Government may, after previous publication, make rules for carrying out the purposes of this Act.
(2) In particular, and without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters, namely :—
(a) the approval of High Schools prior to the constitution of the Executive Council;
(b) the acquisition, possession and transfer of property by the Board, the conditions of such acquisition, possession and transfer, and the performance by the Board of any other thing referred to in sub-section (2) of section 3;
(c) the manner of election of the members of the Board specified in clauses (18) and (19) of section 4, and the dates by which such elections shall be held;
(d) the procedure to be followed by the Tribunal referred to in sub-section (1) of section 10 in deciding any question under that section;
the manner in which all payments to and from the Secondary Education Fund referred to in clause
(c) of sub-section (3) of section 38 shall be made;
the form in which the budget estimate shall be presented to the Board under sub-section (1) of' section 41 and the period within which it shall be forwarded to the State Government under sub-section (3) of that section or resubmitted to the State Government under clause (b) of sub-section (4) of section 41;

(g) the manner of reappropriation under sub-section (1) of section 4:5 and the percentage of the costs of audit which may be paid under sub-section (3) of that section;
(h) the manner and form in which accounts of receipts and expenditure shall be kept under section 46;
(i) the manner of preferring' an objection under subsection (1) of section 50;
(j) the conditions on which sums due may 13,3 deducted from the salaries of persons in the service of the State Government or the Secretary or persons in the service of the Board under sub-section (2) of section 52;
(k) the reports, returns and statements to be furnished by the Board under section 53 and the form of such reports, returns and statements; and
(1) any other matter required by this Act to be prescribed by rules.
