(1) No court other than the court of a Judicial Magistrate of the first class shall take cognizance of any offence under this Act.
(2) No court shall take cognizance of an offence other than a cognizable offence under this Act except on complaint in writing, of an officer authorised by the State Government in this behalf.
21. No suit, prosecution or other legal proceeding shall lie against the State Government or any officer of that Government or other person authorised by that Government for anything which is in good faith done or intended to be done under this Act.
22. Every officer acting in pursuance of the provisions of this Act or the rules or orders thereunder shall be deemed to be a public servant within the meaning of section 21 of the Indian Penal Code.
