(1) The State Council may appoint officers, other than Secretary, and other employees with the previous approval of the Government from time to time in accordance with the prescribed guidelines.
(2) The classification and methods of recruitment, conditions of service, pay and allowance, disciplinary conduct and functions and responsibilities of the officers and other employees referred to in subsection (1) shall be such as may be prescribed.
10. All orders and decisions of the State Council shall be authenticated by the signature of the Chairman or any other member authorised by the State Council in this behalf, and all other instruments issued by the State Council shall be authenticated by the signature of the Secretary or any other officer of the State Council authorised in the like manner in this behalf.
