(1) The Council shall have a Secretary who shall be appointed by the State Government.
(2) The Council may, with the previous approval of the State Government, appoint such officers (other than Secretary) and other employees in the manner as may be prescribed.
(3) The classification, methods of recruitment, conditions of service, pay and allowances, disciplinary conduct and functions and responsibilities of the officers and other employees referred to in sub-section (2) shall be such as may be provided by regulations.
(4) Subject to the general control and supervision of the President, the Secretary shall be—
(a) the principal administrative officer of the Council,
(b) entitled to attend and speak at any meeting of the Council, and
(c) entitled to vote.
13. All orders and decisions of the Council shall be authenticated by the signature of the President or any other member authorised by the Council in this behalf, and all other instruments issued by the Council shall be authenticated by the signature of the Secretary or any other officer of the Council authorised in the like manner in this behalf.
14. Every member of the Council or of any committee, sub-committee or board constituted under this Act, who is not in the service of the State Government, shall, in respect of expenses incurred by him in attending meetings of the Council or of any such committee, sub-committee or board or in exercising any powers or performing any duties conferred or imposed upon him by or under this Act, be paid by the Council such allowances, and at such rates, as may be prescribed.
